Gang members are terrorising eMbalenhle

In recent weeks, eMbalenhle community members took it upon themselves to deal with gang members terrorising the community around eMbalenhle.

This resulted in houses that were burnt down and 6 people arrested. Amongst the 6 arrested people was an alleged gang leader.

For the past few weeks there has been peace in the area until Tuesday, 2 June.

In extension 22 (gate 6) and extension 14, heavily armed gangs were spotted walking through the streets allegedly terrorising the community with Pangas, knives and other dangerous weapons.

Community members were terrified and many of them blamed the Level 3 lockdown regulations. Level 3 lockdown regulations allows the buying and consumption of alcohol across the country.

“We didn’t have this problem for some time now since lockdown. Few days after alcohol is allowed, gang members are moving on the streets,” said a community member.

A few other incidents also occurred such as cell phone theft and other gang related incidents were also reported by community members who took their frustrations to social media. They said that the situation is getting out of hand again in eMbalenhle as gang members have returned.

As eMbalenhle is already in crisis with ridiculous power cuts and the winter that is here, the community has walk to work in the dark and walk home when it is dark out, they are fearing for their lives.

Sasol appoints new Group Executive Committee member

Johannesburg, South Africa – Sasol today announced the appointment of Priscillah Mabelane as Executive Vice President: Energy Business, effective 1 September 2020. She will also serve as a member of Sasol’s Group Executive Committee (GEC).

Mabelane, a qualified Chartered Accountant, joins Sasol from BP Southern Africa (BPSA), where she was the Chief Executive Officer (CEO).

Prior to being appointed CEO, Priscillah was the Retail Operations Director for the BP UK retail business. Preceding this, she was BPSA’s Chief Financial Officer (CFO) for four years.

She was formerly a CFO at Airports Company of South Africa and tax director at Ernst & Young. She has also held various roles in finance, tax and general management at Eskom Holdings Limited. Mabelane serves as a non-executive director at the Standard Bank Group Limited and previously served as a non-executive director for Vodacom (Pty) Ltd. 

Mabelane has a strong corporate track record and has successfully managed large, mid and downstream operations in both the UK and South Africa. She brings broad international leadership and a track record of leading and enabling transformation, with an emphasis on retail and operations, cost management, strategic planning and governance to Sasol.

Mabelane succeeds Maurice Radebe, who retires from Sasol on 30 September 2020 after 16 years with the Group.

Radebe joined Sasol Oil (now part of the Energy Business) in January 2004 when Sasol acquired Exel Petroleum, where he was Managing Director (MD). He served as MD of Sasol Oil from 2006 to 2010 and was appointed to the GEC on 1 November 2010.

In his decade-long tenure on the GEC he was initially responsible for global Corporate Affairs, Government Relations and Enterprise Development.

In July 2014, he was appointed Executive Vice President: Energy Business. In addition to the Energy Business, Radebe was responsible for Corporate Affairs for a period and thereafter Sasol’s global Safety, Health and Environment portfolio.

“A seasoned business executive, Maurice has led numerous senior level government engagements in a highly regulated environment and has been instrumental in driving our growth strategy in the Energy business, with emphasis on retail fuels,” said Grobler.

“On behalf of the Sasol Limited Board and the GEC, I would like to thank Maurice for his commitment to Sasol and unfailing support in leading the Energy Business. We wish him all the best in his upcoming retirement,” Grobler concluded.

Friends and Family of Derick Ditlow pays homage

In their own special way, the friends and family of Derick Ditlow paid homage to him at a gathering outside Builders Warehouse in Secunda.

Friends and Family gathered at the spot were Derick tragically lost his life in a motorcycle accident on Friday.

People came with different types of vehicles and some spun their wheels on the tarmac. One motorcyclist formed a complete circle on the road before speeding off into the distance.

Derick’s mother, Judith had a last spin in a vehicle before being taken on a symbolic last ride down PDP Kruger avenue in Secunda on the back of a motorcycle. Pastor Kassie Kasselman rode the Harley Davidson with his mom. There was also a prayer for those that attended the proceedings.

Motorcyclists are always in danger as people do not notice them or misjudge their speed. Motorists should be vigilant when driving on the road and always be aware of their surroundings. Take caution when approaching motorcycles on the road.

Remember there is very little protection for those riding motorcycles. Please take care when driving.

Secunda taxi rank is in complete compliance during Level 3 lockdown

Today the country moved to Level 3 of the nationwide lockdown according to the Disaster Management Act.

Vukanini Taxi Association (VUKTA) has decided to go the extra mile and draw lines one meter apart to ensure social distancing is being followed, as the government required, at Secunda taxi rank.

This was done to ensure that passengers feel safe and follow the social distancing rules.

When the President announced that the country would move to Level 3 of the lockdown, taxis started preparing as more than 3 million people would return to work today.

To decrease the infection rate, all taxi ranks must adhere to health and safety precautions due to the high amount of people that will start to use taxis again.

“Face masks and sanitiser is a must for our drivers. Each and every one of our taxi drivers were given a 70% alcohol based sanitiser,” said Vukanini Taxi Association.

In the early hours of this morning, there was already a huge influx of people going from Blue taxi rank in eMbalenhle to start their journey to Secunda.

Back to school, back to a harsh reality on 8 June

It is back to school, back to a harsh reality for the Gr 7 and 12 students on Monday, 8 June.

“The media briefing by the Minister of Basic Education, Angie Motshekga scheduled for today, 31 May at 18h00 has been rescheduled due to the Minister being engaged in further consultations on the readiness for the reopening of schools,” the department said in a media statement.

On Monday, 8 June the schools are reopening for Gr 7 and 12 learners. There are many mixed feelings regarding the reopening of schools. Many feel that the schools should not reopen but as the Minister of Basic Education, Angie Motshekga said: “Life must go on.”

The schools have been taking extra precautions to ensure the safety of their students and teachers.

One parent from Hoërskool Secunda took extra precautions and donated a brand new sanitation booth to the school.

This brand new sanitation booth was built by Mr Louis Nel. Mr Nel built and designed the sanitation booth that was sponsored to the school.

On Friday morning Mr Nel delivered the sanitation booth to the school and all measures were put in place. The students will be entering from the gate in Coen Brits street. There is tape on the pavement to ensure that the students follow social distancing and then walk through the sanitation booth.

Mr Lucas Meiring told The Bulletin that the school prepared intensely for the return of the Gr 12 students. He said that 188 of 189 matriculants would return to school.

“I did intense research regarding different sanitisers in order not to damage the students’ clothes, bags and ensured that their skin would not be affected. I found a sanitiser that we could mix with water. It is a water based sanitiser and non-alcoholic. The school only has the best intentions to ensure the safety of the students.”

He continued: “The sanitiser has an antibacterial and antivirus in the product.”

The school also has all the necessary documents to ensure parents that the sanitiser is MSDS approved and the company is ISO 9001

He also informed The Bulletin that all the classes were washed with Dettol, Jik and Hany Andy. On top of that Afriforum also sprayed all the classes with an antibacterial and antivirus.

“We would like to thank Mr Louis Nel for building the sanitation booth and Mavrick Trading for sponsoring the unit,” Mr Meiring said.

SAPS Capacitate Complaints Centre to deal with reports of police brutality

The South African Police Service; in response to the judgement handed down on Friday, 15 May 2020, by Judge H Fabricius in the North Gauteng (Pretoria) High Court of South Africa; in the matter of Mr Collins Khosa, has capacitated the SAPS’  National Service Complaints Centre to enable the public to also report allegations of police brutality or cruel, inhumane and/or degrading treatment and/or punishment, committed by members of the SAPS.

The public may, for the duration of the State of Disaster, report complaints regarding the SAPS at the nearest police station, the National Service Complaints Centre on the toll free number 0800 333 177 or on the following email addresses complaintsnodalpoint@saps.gov.za or service@saps.gov.za.

Complaints can vary from torture and/or cruel, inhumane and/or degrading treatment and/or punishment, committed by law enforcement members including poor service delivery regarding police response, investigations, police negligence and police misconduct. 

When members of the public report a complaint; the respective complaint will be required to contain detailed information such as full names and surname, identity number, residential/business address, telephone and cell phone numbers and an email address.

Complainants will also be required to give a detailed description of what occurred during the incident including the province/area in which the complaint originates as well as the date and time of the incident and details of the SAPS officials involved.

The national state of disaster has created an unprecedented situation which requires the co-operation of everyone to prevent, limit, contain, combat and manage the spreading of COVID-19.

Law enforcement agencies are expected to ensure that the disaster management regulations are adhered to by all inhabitants of the country.

Members of the public suspected to be in contravention of the disaster management regulations may expect the following to happen:

> Be arrested or requested to accompany a law enforcement officer to a police station

> If the offence is of a serious nature, the person may be detained, subject hereto that he or she must be brought before a court as soon as reasonably possible, but not later than 48 hours after the arrest

> The person may apply for bail at his or her appearance in court

> If the offence is less serious, the community service centre commander or the senior member of the SAPS in charge must consider the release of a person (in consultation with the investigating officer) ─

(a) on a written warning to appear in court (section 72 of the Criminal Procedure Act, 1977) [Form SAPS 496 will be issued with a court date]

(b) on a written notice (section 56 of the Criminal Procedure Act, 1977) (Form J 534 will be issued with an option to pay a fine or appear in court on the date indicated on the form. This option enables a person to pay an admission of guilt fine and to be released thereafter. This means that the person will not have to appear in court, but by paying the admission of guilt fine, it is regarded as if the person has been convicted in court on the charge and the person will have criminal record)

(c) on bail (sections 59 and 59A of the Criminal Procedure Act, 1977) [J398 or J399] (This means that an amount for the bail will be determined by the relevant police official or the prosecutor. The person will have to appear on a date indicated on the receipt)

(d) after a charge has been withdrawn through an arrangement with the Public Prosecutor; or

(e) if he or she was detained as a suspect, but is released from detention before the expiry of the 48-hour period because no charge is brought against him or her (section 50(1)(c) of the Criminal Procedure Act, 1977) [SAPS 328].

The public is urged to take note that the guidelines regarding enforcement of the State of Disaster Regulations allow that a law enforcement officer may forcibly confine the body of the arrested person if the person does not submit to custody (in accordance with section 39 of the Criminal Procedure Act, 1977).

Furthermore, if the suspect resists the arrest or attempts to flee, section 49(2) of the Criminal Procedure Act, 1977, authorises an enforcement officer to use force that is reasonably necessary and proportional to overcome such resistance or attempt.

However, under no circumstances may a person be tortured, assaulted or mistreated in any manner by a law enforcement officer.

It is expected of law enforcement officers to support the aim of the State of Disaster by providing a service, render assistance, give advice, guide and lead the community, in order to ensure that lives are saved.

This is being achieved by ensuring that there is enforcement to inter-provincial/districts travel through roadblocks and Vehicle Check Points, checking and verification of permits issued under the regulations, ensuring closure of borders and monitoring movement of cargo, issuing of fines and arresting of offenders for non-compliance, compliance check during routine patrols and high visibility patrols and visits to identified areas.

These enforcement activities also ensure that the restriction of movement of persons as the main component of efforts to confine and manage the spreading of COVID-19 is achieved.

Law enforcement officers are further expected to encourage and sensitise members of the public to adhere to social distancing.

Even though social distancing is currently not an offence and it cannot therefore be enforced, law enforcement agencies must ensure that high visibility is maintained around malls, shopping centres and other areas and that the public is informed about compliance with the promulgated regulations in terms of section 27(2) of the Disaster Management Act, 2002; liaise with private security to assist enforcement within their mandate and social distancing (2 meter away from other persons) is applied in public when shopping and visiting health facilities.
