School security guard violently shot and killed; police launch a manhunt for suspects

Mpumalanga police have launched a manhunt for suspects who shot and killed 57-year-old Amos Mgwenya who was a security guard at Mthayiza Primary School in Kabokweni.

Mgwenya was shot during an armed robbery incident which occurred yesterday Friday, 19 June 2020.

The incident was uncovered when three women arrived at the school and called out for Mgwenya to open the gate for them, to which he did not respond.

They grew suspicious as this was a daily routine for him, prompting them to jump over the gate with the intention to investigate.

This led them to discover Mgwenya in his car, bleeding from what looked like gunshot wounds.

Police and medical personnel were summoned to the scene where Mgwenya was unfortunately certified dead.

Police further discovered that the suspects broke into the computer room and made off with items such as laptops, projectors, routers, a PC computer box, earphones as well as an internet booster.

The investigation has further highlighted that this incident was an orchestrated robbery and it is clear that the suspects were armed and were targeting certain items at the school.

A case of murder and robbery was opened and a manhunt launched immediately.

No arrests have been made as yet.

The Provincial Commissioner of the South African Police Service in Mpumalanga, Lieutenant General Mondli Zuma, has called for the arrest of these ruthless suspects.

He also called on members of the public to help the police with their investigation.

“We really condemn the senseless killing of the victim who was hired to safeguard the school and its property which has been purchased to aide learners in furthering their education. These criminals must be arrested and face the full might of the law. We have already set up a team to ensure that they are located and put behind bars as soon as possible. We will use all resources at our disposal to trace them and also appeal to community members to provide with information that will assist in this case, ” said General Zuma.

Sasol Update on Response to Oil Price Volatility and Covid-19 Pandemic

As previously communicated an unprecedented decrease in fuel demand in South Africa as a result of COVID-19 resulted in us reducing our production rates at Secunda Synfuels Operations (SSO) and suspending production at the Natref Refinery in Sasolburg, in a joint decision with Sasol´s partner, Total South Africa.

Sasol used this period of lower production to bring forward its planned September 2020 maintenance shutdown at SSO.

This shutdown was successfully completed in May 2020 and ensures production will be uninterrupted for the remainder of the calendar year.

Similarly, maintenance work planned for later during calendar year 2020 at Natref was successfully completed during the lockdown period.

Since the lockdown restrictions in South Africa were eased on 1 June 2020, SSO has ramped up production and Natref is expected to start production by the end of June 2020 and will ramp up to full capacity as jet fuel demand resumes.

The ammonia, nitric acid and chlor-vinyl plants in Sasolburg also started up in May 2020.

Outside South Africa, Sasol´s operations are performing to plan.

Oryx GTL´s train 1 came back into operation at the beginning of June 2020 and train 2 is expected to be back in production in the second quarter of the financial year 2021 following the extended planned shutdown of the plant.

Sasol previously guided the beneficial operation of the Ziegler and Guerbet units at the Lake Charles Chemicals Project (LCCP) by end June 2020 and is pleased to announce that the Ziegler unit achieved beneficial operation on 16 June 2020 and the Guerbet unit´s beneficial operation is imminent.

Remediation work on the low density polyethylene (LDPE) unit is progressing according to plan and we expect to bring this unit into production before the end of the third quarter of calendar year 2020.

COVENANT UPDATE

Sasol is pleased to announce the successful conclusion of discussions with lenders regarding increased balance sheet flexibility in the context of COVID-19 impacts and market volatility.

Our lenders have agreed to waive the covenant in June 2020 and lift the December 2020 covenant from 3 times to 4 times Net Debt: Earnings Before Interest, Taxation, Depreciation and Amortisation (EBITDA).

This additional flexibility is subject to conditions which are customary for such covenant amendments and consistent with Sasol´s broader capital allocation framework.

These include provisions to prioritise debt reduction at this time, such as commitments that there will be no dividend payments nor acquisitions while Sasol´s leverage is above 3 times Net Debt: EBITDA.

Sasol will also reduce the size of its facilities as debt levels are reduced, whilst continuing to maintain a strong liquidity position.

In conjunction with these amendments and in light of Sasol´s two notch credit rating downgrade earlier this year, the interest costs across Sasol´s debt facilities will increase by approximately US$40 million per annum, before any reduction in borrowings through any self-help measures or disposals.

The applicable interest rate will reduce in the event that Sasol´s credit rating improves.

UPDATE ON FINANCIAL POSITION

Management continues to progress with the execution of its crude oil hedging programme for financial year 2021.

For quarter 1 financial year 2021, approximately 80% of Synfuels´ liquid fuels exposure was hedged, translating to 6 million barrels.

This consists of 2,5 million barrels of zero cost collars at a put strike price of US$31 per barrel and a call strike price of US$39 per barrel, and 3,5 million barrels of put options at an average net strike price of US$37 per barrel.

Oil hedges for the remainder of financial year 2021 are in progress with 2 million barrels using put options hedged at an average net strike price of US$30 per barrel and 0,5 million barrels hedged using zero cost collars at a put strike of US$36 per barrel and a call strike of US$45 per barrel.

These oil hedges will significantly protect liquidity during the forthcoming months Sasol made significant progress with the implementation of its self-help measures as communicated on 17 March and 23 April 2020.

For financial year 2020 Sasol is well on track to achieve the targets set, whilst for financial year 2021 plans to achieve the targets set have been developed to a high level of probability.

Sasol reaffirms that liquidity headroom will remain well above US$1 billion, with improved liquidity balances in Sasol´s US dollar and Rand liquidity facilities. Several focussed management actions over the past couple of months have improved our liquidity position.

Sasol remains committed to the delivery of its response plan to bring leverage back in line with target levels and mitigate the impacts of recent market volatility and COVID-19.

The process to accelerate and expand our asset disposal programme has yielded good progress for several of Sasol´s assets despite the macro environment volatility in recent months.

Any divestment or similar activity will be executed in line with balance sheet, shareholder value and strategic objectives, including the potential for partnering options at Sasol´s US Base Chemicals business.

Further updates on the progress of the disposal transactions will be made as and when appropriate.

POSITIONING SASOL FOR THE FUTURE

As previously communicated, a key part of Sasol´s response plan is to look beyond the near-term measures and position the business for sustained profitability in a low oil price environment.

The new strategy will focus on Sasol´s core portfolios of chemicals and energy. A focused and robust review of the business, and the associated workforce structures, is underway and a detailed update will be provided to stakeholders alongside the full year results.

A key decision as a result of this includes the discontinuation of all oil growth activities in West Africa.

The reset of the strategy necessitates a revised operating model, which is still under development and will be announced in the second quarter of financial year 2021.

The review has identified that the future Sasol business – “Sasol 2.0” – will be focussed on two core businesses, Chemicals and Energy (the Businesses).

The revision of our strategy aims to have a greater focus on enhanced cash generation, value realisation for shareholders and business sustainability.

The Chemicals Business will focus on its activities in specialty chemicals where it has differentiated capabilities and strong market positions which can be expanded over time.

The Energy Business will comprise the Southern African value chain and associated assets and will pursue greenhouse gas emission reduction (GHG) through focus on gas as a key feedstock and renewables as a secondary energy source.

This will be a key enabler to achieve the 2030 and longer term aspirations to shift to a lower carbon economy.

Our two market-facing Businesses will each be responsible for its own profit and loss, management of resources and capabilities.

A lean corporate centre will enable the Businesses by fostering synergies and integrating activities, setting strategic boundaries and allocating capital.

The redesign of the organisation to enable our sustainability at lower oil prices will have an impact on our workforce structure.

We have accordingly issued a notice to our representative trade unions in South Africa in terms of section 189 of the Labour Relations Act number 66 of 1995, inviting them to enter into consultation with Sasol.

A similar process will be followed with the relevant recognised bodies in our other jurisdictions.

CHANGE IN DIRECTOR´S EXECUTIVE RESPONSIBILITIES AND NEW GROUP EXECUTIVE COMMITTEE STRUCTURES

As a first step towards this long-term trajectory, the new senior leadership end-state structure will consist of the President and Chief Executive Officer (CEO) and six Executive Vice President (EVP) portfolios.

An additional EVP Sasol 2.0 Transformation role will be in place for up to 24 months to help execute our restructuring initiative and mitigate risks to ongoing operations.

Changes in the roles of EVPs will be effective from 1 November 2020. This new structure will also increase our gender and diversity representation at GEC level.

The EVP portfolios will be structured as follows:

–   The Energy Business Unit will comprise two EVP portfolios:

        o Priscillah Mabelane, whose appointment we announced on 2 June 2020, will lead Sasol´s liquid fuels marketing and sales activities, upstream gas, sourcing and marketing, and supporting functions associated with the Energy value chain.

        o Bernard Klingenberg will lead operations and technical functions within the Energy value chain, as well as mining, to ensure continuity in our ability to deliver across our integrated value chain.

–   The Chemicals Business Unit will be led by Brad Griffith. He will be fully accountable for the full end-to-end chemicals business, from feedstock sourcing through operations, marketing and sales and associated supporting activities and functions.

The Corporate Centre will be made up of three EVP portfolios:

    –   Chief Financial Officer, Paul Victor.

    –   Human Resources and Stakeholder Relations, led by Charlotte Mokoena.

    –   Strategy, Sustainability and Integrated Services, led by Executive Director Vuyo Kahla. Corporate portfolio strategy, sustainability, enterprise-wide risk management as well as enterprise-wide SHE policy and reporting will be added to his current responsibilities. Supply chain will move from his current portfolio of responsibilities and form part of the business units.

In addition to the permanent roles described above, Marius Brand will be appointed as EVP Sasol 2.0 Transformation to lead the Group-wide Transformation Programme to Sasol 2.0 and delivering the long-term sustainability targets by the third quarter of financial year 2021.

Protest actions turn violent in GMM

The protest actions against the current electricity situation in Govan Mbeki Municipality are expanding to other areas within the municipality.

The Bulletin received reports of protest actions in eMzinoni, eMbalenhle and Afghanistan (Kinross) over the past few days.

The situation in eMzinoni turn violent on 18 June when a truck carrying oranges were looted and eventually set alight. The truck was completely destroyed in the fire.

Friday night was a particularly dark night for eMzinoni, Bethal. The Bulletin received reports that both the Standerton road and the Morgenson road from Bethal were closed to traffic. We visited the area and were met with fires on both roads.

A coal truck was burning at the 9th street intersection on the Standerton road. A large crowd was gathered at the burning truck shouting and whistling.

On the Morgenson road, it was even worse. Coal was dumped in the road and a coal truck was on its side across the intersection. The truck was also burning. Protesters threw rocks at the Firefighters from GMM as they tried to extinguish the fires. It became very unsafe and everyone withdrew to a safer distance.

To reach the N17 we had to navigate farm roads between the Morgenson road and the N17.

A large group of residents and other role players were gathered as they assessed the situation. SAPS managed to disperse the crowd at that time. As we approached the burning truck the crowd started to return. A bakkie tried to leave eMzinoni but had to drive past the protestors. The bakkie suffered a lot of damage as stones were heard several meters away. The bakkie managed to speed away. It is unclear whether the driver suffered any injuries.

The protesters, as well as the police, braved very cold conditions as temperatures plummeted to 0 degrees. The whole area was covered in darkness as technical staff struggled to restore electricity to some areas of eMzinoni. Loud cheers could be heard as the high-mast lights were switched on. It took several minutes for the power to be restored. Unfortunately, it was only restored in certain sections.

Shots fired at protestors

Several members of Bethal CPF and the community assisted in warning other road users of the protests. They managed to divert the traffic to other roads. Thank you for their efforts.

It is important to adhere to their instructions. These organisations play a vital role in ensuring innocent bystanders’ safety. A member of the public decided not to adhere to the instructions and braved the road only to have to abandon his vehicle and watch from a distance as his bakkie was engulfed in flames.

Three vehicles in total were destroyed last night in eMzinoni.

The roads to Standerton and Morgenson are still not safe to use and travellers should make use of alternative routes.

The situation in eMbalenhle also worsened last night. Several blockades and fires were observed along the R546 next to eMbalenhle. There were also reports of fires from burning tyres inside the town. There was a heavy police presence in the area. Power was restored to the area around 09H30 and the situation quieted down.

We could unfortunately not bring you footage of eMbalenhle’s actions last night but reported about Thursday night.

In 2018 promises were made by the Premier of Mpumalanga, Zweli Mkhize, at the time that electricity supply will be returned to Eskom. This promise proved to be nothing but an empty promise as the electricity supply is still with GMM and Eskom refuses to consider the proposal because of the extraordinary high debt of GMM.

The Eskom debt at the time was R542 million. It is now a staggering R1,9 Billion. This brings to questions of how the debt could escalate so much in just two years. It escalated with R1,4 billion in just two years. The Eskom debt stood at approximately R80 million it 2011. In the next 7 years, it grew to R542 million only to see the exceptional negative curve over the next two years to bring the amount to R1,9 billion.

This growing debt is the main reason for the load shedding in Bethal, eMzinoni and eMbalenhle.

It would appear that the current administrations have lost total control over the situation.

The protests started a while ago and were fairly peaceful. On June 28, a whole street was turned into what resembled a war zone, a huge fire pit with tyres burning at every intersection.

The Bulletin reported about protests against electricity cuts on several occasions in the past. The problems just keep recurring.

The Provincial Commissioner of the South African Police Service in Mpumalanga, Lieutenant General Mondli Zuma has strongly condemned incidents where three young girls were raped at Mashishing, Bushbuckridge, Barberton respectively and calls on the community to assist in identifying those responsible.

The incident at Bushbuckridge occurred on 17 June when a 13-year-old girl woke up to go to the toilet in Saselani Village near Bushbuckridge whilst her grandmother was still asleep.

Along the way, she heard a strange noise and when she drew closer, she saw two heavily armed men who ordered her not to scream, while holding her against her will, they proceeded to steal a television set from a separate house in the yard.

These heartless rapists then forcefully took her to a bush nearby and without any shame, gang raped her.

After satisfying their evil egos, the suspects ordered the girl to go home, after which the matter was reported to the police and a case of rape as well as house robbery was opened.

In the meantime, police have launched a manhunt for the two suspects and anyone with information with their whereabouts, can call Detective Sergeant Dolly Marule on 0729691985.

Meanwhile, in the incident at Mashishing which occurred on Monday, 8 June 2020, a two year old girl was allegedly gang raped by two rapists.

The incident was reported to police on 10 June 2020 and a case of rape was opened. The matter is currently under investigation. 

In another incident of rape, an 8-year-old girl was raped by a 21-year-old man at Barberton on Saturday, 13 June 2020.

According to information received, the suspect works at a local Care Centre which was also housing the girl.

The matter was reported to the primary caregiver at the centre and the victim was taken for medical examination and the rape was confirmed.

Police were summoned wherein the suspect was swiftly arrested and appeared at the Barberton Magistrate’s Court on 17 June 2020 where his case was postponed to 26 June 2020 for formal bail application.

General Zuma has condemned in the strongest terms these unspeakable and horrific acts more especially during this time where Gender Based Violence continues to traumatise the country.

The General has also vented his sadness against men who are continually preying on women and children rather than being their protectors.

“These heartless criminals are persistently preying on the vulnerable people and this should stop immediately. We cannot have such individuals who use their strength improperly just to terrorise defenceless women and children in our society. They are senseless aggressive men who must be isolated from the society as they have depicted themselves as dangerous and have no regards to human life,” said General Zuma.

Sasol opens 1 small business centre in Secunda to support local SMMEs

Integrated chemicals and energy company Sasol is opening a business centre to support emerging small, micro and medium enterprises (SMMEs) in the Secunda region in Mpumalanga. The facility is located in an easily accessible area at the Grand Palace building in Secunda town. The official opening will take place on Wednesday, 24 June 2020.

The office space, complete with high-speed Internet access, will provide SMMEs with access to colour printing, copiers and scanners, specialised software for technical requirements such as pallet design software, as well as telephone services.

Furthermore, SMMEs will for up to two hours a day, have access to fully-furnished working spaces, a boardroom and meeting rooms. Alongside these services will be assistance with registration on to Sasol’s Ariba supplier database system.

“This facility will deliver a very important function and massive value to SMMEs in the region,” said Phelelani Mbhele, Manager: Enterprise and Supplier Development at Sasol’s Secunda Operation.

“While we have more than 100 SMMEs on our enterprise development database supported through various programmes, the office will be open to 51% and more black-owned EMEs and QSEs.”

He added that some of the most common gaps that we have seen start-ups struggle with are effective communication mechanisms, accessing Sasol’s systems and responding to RFQs and the office has been designed to address these.

With the eased lockdown regulations, more SMMEs will be going back to business. The opening of the offices will provide the much needed support to the SMMEs that were impacted by COVID-19.

With transmission of Coronavirus likely to be a concern, safety measures to control the spread of the virus have been instituted at the location, with social distancing and sanitising established as an integral part of operations – adhering to the government regulations.

Mbhele said that the petrochemical giant will include those that are CIPC registered and at least 51% black-owned in the pool of SMEs to be considered for participation in the development programme.

This is in its quest to increase participation of local businesses and advance the transformation of the South African economy.

eMbalenhle residents are fed up and 1 GMM employee shocked

A very dreadful incident took place in one of eMbalenhle’s electricity substations this afternoon. The Govan Mbeki Municipality (GMM) employee was shocked at the substation and was taken to hospital for a full check-up.

For several weeks there has been scheduled power cuts in eMbalenhle resulting in households losing valuable items such as fridges and televisions.

From the early hours of 16 June, residents from extension 17, 15, 14 and other extensions were left in the dark for two whole days. The transformers burnt and in reply, scheduled power cuts were blamed for that by GMM.

One of the GMM employees were on site working when the electricity tripped and he was severely injured. 

Later in the day, Residents from extension 14 held some GMM employees at ransom and told them, “no one will go home until the power comes back on again or until the transformers were fixed.”

Councillors tried their best in rescuing the employees from the wrath of the angry community. 

In some parts of eMbalenhle, residents resorted to burning tyres and rubble.

It is safe to say that it is not safe to travel in eMbalenhle at all, especially at night. 

Please avoid the area as much as you can for the time being.

There are rumours emanating from some communities stating that there might be a march very soon. This march will be to address the ongoing electricity issue in eMbalenhle.

On a previous occasion residents also resorted to violence when experiencing long periods without electricity.

On October 17 2017, The Bulletin wrote: “eMbalenhle looked like a war zone on Monday morning. Smoke was billowing up everywhere as protesters began burning tyres and other rubble in the roads and barricading the roads with large rocks and road signs.
The protesters threatened to move to Evander and Kinross to burn down the Mayor’s house, but that was averted. No marches towards neighbouring towns took place at the time of writing this article.

On June 26 2018, protesters resorted to burning Emba Mall. The bulletin wrote the following on Facebook: “eMba Mall is burning at the moment. The Bulletin learned that looters are still looting some goods from what is left in shops. It is not at all safe. Please avoid eMba area at all cost“.

The Coronavirus numbers as of late stand at: 80,412 confirmed, 44,331 people and 1,674 deaths. Currently there are 34,407 active cases in South Africa.

The President spoke about doubling time. Doubling time is the number of days it takes for cases to increase. He said:

“In the three weeks prior to the implementation of the nation-wide lockdown, the number of infections was doubling every 2 days.
During level 5 of the lockdown, this doubling time increased to 15 days, which meant that it took much longer for the virus to spread.
The doubling time has been at around 12 days during levels 4 and 3.”

Even though the curve started to flatten, in the last few weeks, President Ramaphosa said that cases have been rising quickly.

It is clear that the government realised that many people’s livelihoods are at stake. He said that there were businesses that have not earned revenue and individuals who have not earned a salary in and 80 days.

The President announced the ease on restrictions for the following:

  • Restaurants for ‘sit-down’ meals
  • Accredited and licensed accommodation, with the exception of home sharing accommodation like AirBnB
  • Conferences and meetings for business purposes and in line with restrictions on public gatherings.
  • Cinemas and theatres, to be aligned to limitations on the gathering of people
  • Casinos
  • Personal care services, including hairdressers and beauty services
  • Non-contact sports such as golf, tennis, cricket and others. Contact sports will be allowed only for training and modified activities with restricted use of facilities.

The President’s speech continued vigorously against Gender Based Violence. He said that in the last few weeks about 21 women have been murdered.

“These rapists and killers walk among us. They are in our communities.
They are our fathers, our brothers, our sons and our friends; violent men with utterly no regard for the sanctity of human life.”

He also mentioned that the suspects in these cases have bail applications this week and he hopes that the “courts will send the strongest of signals that such violence has no place in society.”

He continued: “In particular, we need to examine the effect of alcohol abuse not only on levels of violence, but also on road accidents and reckless behaviour.”

“But we will also need to look at further, more drastic measures to curb the abuse of alcohol. Ultimately, the success of our fight to end gender-based violence will require the involvement and support of our entire society.”

The President ended his speech with: “But if there is anything that we have learnt in the last 100 days, it is that we are a resilient, resourceful and determined people.”

Man dies after being hit by plane, police investigate inquest

The police in Mpumalanga are investigating an inquest docket after the death of a 27-year-old man who was reportedly hit by the wing of a plane as it was landing today at Graskop. 

According to information, four men employed by a Graskop based construction company were on their way to work and were allegedly utilising the Graskop Air Strip runway.

Whilst on the runway, a PA 28-181 model size plane hit the man with the wing during landing. The police as well as the medical personnel were summoned to the scene where the victim was unfortunately certified dead.

Preliminary investigation has since revealed that before the horrific incident, the victim shouted and warned his fellow colleagues to move away from the runway as the plane was about to land.

The report has also indicated that the four men, including the victim, are from Gauteng and came to Graskop for employment.

The Civil Aviation Authority has been notified about the incident and they will carry out an investigation on the cause of the accident.

1 Old man found dead after old hospital caught fire, police investigate inquest

The police in Mpumalanga are investigating an inquest docket to probe the tragic death of an old man, estimated to be 70-years-old, who was discovered after the fire that partly burnt the old Volksrust hospital today.

Twelve rooms in that regard where the elderly and unemployed people stayed were destroyed.

The emergency team comprising of police, ambulance as well as firefighters were summoned to the scene and discovered an old man inside one of the rooms motionless.

The old man was unfortunately certified dead at the scene by the medical personnel. The cause of the blaze is unknown at this stage and will be investigated.

The Provincial Commissioner of South African Police Service in Mpumalanga, Lieutenant General Mondli Zuma has since conveyed his condolences to the family of the old man.
