Govan Mbeki Municipality placed under administration

Earlier this week The Bulletin reported on the resignation of the Govan Mbeki Municipality’s Executive Mayor, Thandi Ngxonono after she was implicated in the Section 106 (the Systems Act 32 of 2000) that was released by COGTA.

Today, The Bulletin received word that the municipality was placed under administration and that the whole municipal council has been disbanded. These rumours proved to be not completely true. The municipality is still intact but intervention from the Provincial Government will now be instituted

Section 106 (the Systems Act 32 of 2000) explained: In terms of Section 106(1)(b) of the Municipal Systems Act the MEC must if the MEC considers it necessary, designate a person or persons to investigate allegations of maladministration, fraud, corruption or any other serious malpractices when it occurs or is occurring in a municipality.

In a media statement that was just released by the Mpumalanga Provincial Government in Mbombela, the Executive Council held a virtual sitting on yesterday, Wednesday, 28 October.

This is an excerpt of the report:  

“The Executive Council has resolved to invoke the provisions of Section 139 (1)(b) at Govan Mbeki Local Municipality.

Govan Mbeki is not the only municipality in the crossfire. The following municipalities are also in the line of fire:

Nkomazi Local Municipality
Bushbuckridge Local Municipality
Emalahleni Local Municipality
Thembisile Hani Local Municipality

These municipalities were also investigated in accordance with the Municipal Systems Act of Section 106.

Speaking to Trudie Grové Morgan, the DA Spokesperson on COGTA, she said the following: “The Democratic alliance in Mpumalanga welcomes the placing of Govan Mbeki Municipality under administration.”

She continued: “We have been pushing now for the past few years that this should happen. The reason for the administration is due to the fact that the municipality is not financially viable even when it was placed under the financial recovery plan it showed no progress.”

Section 139(1)(b) can be explained as follows: requires the provincial government to assume responsibility because the municipality could not fulfil an obligation or the provincial government invokes the provisions of section 139(1) (b) of the Constitution over the municipality, thereby intervening in the municipality and taking over all its executive powers.

It was made clear in the report that COGTA released that there were several high-ranking municipal council members implicated.

Trudie also told The Bulletin: “The release of the section 106 report caused the mayor to resign because she is implicated in the report and the DA in Mpumalanga will make sure that she is held accountable even if she has resigned. We cannot allow criminals to get away with wrong doings while the rate payers have to suffer without services.”

‘n Groot vriend vertel met humor hoe hulle as kinders ‘n huisreël gehad het: in die aande seweuur moes almal aan tafel wees, die kos opgeskep en die radio aan.  Dan sê die omroeper: “Dis nou seweuur op Radio Suid Afrika, en hier volg die nuus gelees deur Blomerus Niewoudt.” In daardie paar sekondes voordat die hoofberig gelees word, het sy pa dan vinnig ‘n Nederlandse tafelgebed gebid, wat alreeds uit sý kinderdae kom: “Zegen Heer wat wij eten, laat wij nimmer Uw vergeten. Amen.” Dan volg die nuus, en almal moes in stilte eet en luister.

So leer mens maar vele maniertjies aan soos wat jy ouer word.  Baie van hulle kom alreeds vanuit jou kinderjare saam.  Soos, onder andere, om nuus te luister op die nasionale uitsaaikorporasie se senders. Ook gereelde Saterdagprogramme soos Konsertinaklub en U eie keuse. Luister ek toe op ‘n keer na die laatnagnuus op RSG, en daarna Jacqui January se program “Werksoek.” 

So is die lewe

Skielik word, wat veronderstel was om ‘n laataandrustigheid vir my te wees, ‘n roerende, selfs ontstellende luisteraarservaring. Want ‘n klomp mense bel in, en hulle is in verskillende stadiums van moedeloosheid en desperaatheid. Agterna oordink ek die oproepe waarin mense hulle soeke na werk bekend maak, en ek besef dat dr. Elizabeth Kübler-Ross se fases van die rouproses duidelik onderskei kan word in die stemtoon van die verskillende inbellers.

Daar was diè wat nog in die ontkenningsfase is: om werkloos te wees, is nie só erg nie.  Miskien is daar iewers ‘n pensioentjie, of kontantbedraggie wat uitbetaal is, of polissie wat betaal het.  Maar dit blyk nou al meer dat dit nie genoeg is nie. “Jacqui, as mense iemand sou soek wat goed is met administrasie, kan hulle my kontak.  Ek het dertig jaar ervaring van kantoorwerk, fakture en boekhouding.” Niks dringends nie, maar tog word die moontlikheid ondersoek om ‘n ekstra inkomste te verdien. Die bron van finansies word vinnig leeggetap.

Dan, die moedeloses in die depressiefase, diè wat vinnig begin hoop verloor. “Jacqui, ek is dringend op soek na enige werk.  Ek kan ou mense versorg, en kook en wasgoed was. Ek soek inslaapwerk enige plek in die land, ek is bereid om onmiddelik te verhuis. Ek is 68 jaar oud, maar nog baie gesond.”  My hart bloei vir die dame. Eintlik behoort sy self versorg te word. 

Maar sy woon waarskynlik in iemand se buitekamer waar sy in ongerief en honger haar dae deurbring. Al haar SASSA-geld gaan vir huur. Of die gedempte stem, die ma wat êrens vanuit ‘n wegkruiphoekie in die huis, of dalk die tuin bel. “Jacqui, ek soek werk vir my seun, enige plek. Hy is baie goed met sy hande. Hy kan weld en boilermaking doen, en hy is ‘n mechanic ook, hy kan pype en dreins regmaak. 

Hy kan verf ook. Asseblief, enigiets!”  Die ma wat elke dag kyk na haar seun in wie se oë die lig van vreugde dowwer en dowwer skyn. Hoe sy skouers meer en meer hang, en hy stiller en stiller raak. Jy kry ook onwaarskynlike inbellers in hierdie kategorie: “Jacqui, ek is ‘n 58-jarige opgeleide, geregistreerde ingenieur met ‘n meestersgraad in meganiese ingenieurswese. Ek het gespesialiseer in die ontwerp van strukture. Ek is bereid om enigiets te doen!” 

Dan drie oproepers op een aand, in een program, wat duidelik dit verloor het.  Hulle aggressie en woede word op die arme omroepster uitgehaal. Die gesprek begin normaal. “Jacqui, ek is ‘n drywer. Ek het langafstandlorries gedryf.  En dan, onverwags, totaal uit die bloute, skel hy die programaanbieder met die vieslikste woorde. “Jou f&@# so-en-so.” Asof hulle omstandighede haar skuld is.  

Luister na RSG HIER

Sy hanteer dit met groot waardigheid en professionaliteit, en sny die inbeller onmiddelik af. Ook die kansvatters wat werk aanbied. “Almal wat soek na werk, kan my bel. Veral kinders wat spesialeskool-onderrig gekry het. Ek het sweiswerk en so vir hulle. Ek sal hulle help.”  Mens wonder onwillekeurig: Watse soort werk is “en so?”

Is dit nie dalk maar ‘n moderne vorm van slawerny nie?

Hoeveel is die betaling vir hierdie “en so” werk? Is dit nie dalk maar ‘n moderne vorm van slawerny nie? Deesdae is daar baie sulke aanbiedings met ‘n politieke ondertoon, sommige daarvan laat jou verbysterd as jy hoor dat dit die werknemer meer kos vir vervoer, verblyf en medies as wat sy maandelikse aalmoes is.  

Dan is daar die onderhandelaars in die rouproses: “Jacqui, ek werk baie hard, en het oral waar ek gewerk het, sukses behaal. Ek kan elke boer se produksie verbeter met my boerderymetodes.” Ook die inbellers in die aanvaardingsfase, met gelatenheid van diegene wat al aanvaar het dat daar niks is nie, dat hulle maar so sal sukkel tot hulle doodgaan.

Nogtans vat hulle maar wèèr ‘n kans, al was daar al vele vrugtelose oproepe op soek na werk. “Ag Jacqui, ek soek nog steeds werk as panelbeater en spraypainter.” Omdat hy al so baie sy storie op die lug vertel het, doen hy dit nie weer nie. “Mense kan my maar bel.” Dan rammel hy sy nommer af.  In die manier waarop hy dit doen, hoor jy dat hy geen verwagting het nie.

Ek verstaan dit goed hier in die middernagtelike ure. As afgetredene wat self al deur al hierdie fases gegaan het, hoor ek die harte van elkeen van hierdie inbellers. Ek kan nog, ek wil nog. Maar die ergste is, al kan en wil ek nie, ek móet nog. Ek besluit terstond: Nooit, maar nooit, gaan ek weer die “like” knoppie op facebook druk van al die plasings van honde wat bene in die lug lê, of deur-die-slaap mense wat kerm: “Dis Maandag, ek moet al weer gaan werk” nie.

Ek wens al daardie aand se inbellers kon sê: “Halleluja, dis Maandag! Kom ons gaan werk toe!”

Op so ‘n warm dag was die golfers net te bly dat daar omtrent op elke putjie ‘n verversing was en/of iets om aan te knubbel.

Die watergate, soos dit genoem word, was geborg deur ‘n handvol borge wat dié dag saam met die gholfers geniet het.

The Road Less Travelled – Little Paws Big Hearts 7-year birthday

As with many things in life, Little Paws Big Hearts started off as a dream.

Founding members and animal lovers, Sonja and Louis Kempen were regular tourists in Ponta do Oura, Mozambique.

During their many visits, they became acutely aware of the lack of animal welfare in the region and tried to help where they can.

One day, on a sunny Saturday morning in 2013, Louis and Sonja decided to take a closer look at the state of animal welfare in their own region – Secunda. What they saw was a real eye opener and left the two in shock. It was evident that animals closer to home were in need of urgent assistance as well.

Louis and Sonja met with two friends to discuss the situation and immediately plans of action were drawn up.

And so, on 2 November 2013, LPBH had its very first outreach in the surrounding townships of Secunda. They started off with one bag of 25kg dog food and seven years later, they are distributing between 575 and 600 kgs of dog food per outreach.

Since that day, they have made many friends, saved countless lives and watched animals grow into strong and happy animals – Foster, Stewie, Oliver, Joseph, Jasper and who can ever forget Sparka, the trolley dog!

There have been many tears, disappointments, heartbreaks and challenges. They also shared an abundance of joy and made many, many memories, some of which they would like to share with you.

  • First wine festival fundraiser at Graceland
  • The yearly Misty Waters beer tent and Paws in the park with Lake Umuzi
  • Donations from Good Morning Angels
  • Their charity shop
  • Coco Chanel, who was stolen twice by the same person, is still safe and happily living the good life with Sonja and Louis
  • Assisting with cats and kittens born at a nearby power station
  • Taking hands with Dean Bush from the South African Greyhound Association to rehome numerous greyhounds
  • 3 vaccination drives in the camps during lockdown
  • Rehoming dogs locally and 2 in the Western Cape, of which the 3-legged Jasper was one
  • Saving Jackals and rehomed horses
  • During the drought stricken Western Cape with the help of the public managed to send litres and litres of water to animals

2020 has been the toughest year for the LPBH organisation to date. Due to the pandemic, all fundraisers had to be cancelled and they had to change the way they operate during times when movement was restricted.

Yet, despite all the obstacles this year, they managed to be victorious because of the kindness, love and support they have received from the public.

Earlier this month in an L & A’s Wacky Wednesday article, we spoke about how YOU are natural beauty and how only YOU can determine your own sexiness.

This week we are bringing you a little extra on the subject of natural beauty with a celebrity.

I spoke to my friend, Monique Muller to get her opinion on natural beauty and what it means to her.

Monique is a social media influencer, business woman and mother.

When I phoned Monique and asked for her opinion on the subject, she was honoured and shocked at the same time.

Monique and I had lost contact for a while but the reunion, even if it was just over the phone, felt like not a day has gone by since the last time we saw each other.

Chatting on the phone, Monique loved the idea of Natural Beauty October with L & A. She agreed that as women we should encourage and support each other. She also brought a new point of view to natural beauty. Something I never thought I would write about… Motherhood.

Before Monique was pregnant, she was always the belle of the ball and dressed to the nines! I cannot remember once, even when we both lived in Dubai, that I ever saw her not looking her best. Whether she had no make-up on or a full face of make-up and hair coiffed. She always took pride in her appearance.

This is not saying that she does not take pride in her appearance today!

No, she still does but while we were chatting on the phone, she opened up about motherhood and how she lost herself for a while.

“It is normal to lose yourself. There is this other being that completely and utterly takes over your life. It is only normal to lose yourself,” Monique said.

Motherhood is a gift that women sometimes take for granted but at the end of the day it is the one thing that each mother holds on to for as long as they can.

Monique’s top tips for mothers are:

1. Self-Care is SOOO important!! Anything that you enjoy! Keep on doing things you used to love doing before becoming a mom.

2. Be easy on yourself; there is sooo much guilt about so many things when it comes to being a mother. But we always know we have our babies’ best interests at heart and be at peace in knowing that.

3. Have fun! I had to learn this the hard way, personally being a perfectionist but just LIVE! LOVE! LAUGH!

4. Always follow your intuition; the same thing does not work for every child as they are all completely different individuals. 

5. Find your community/village/support system. This is so beneficial to yourself but also to your little one.

These are definitely tips to take to heart and I am sure mothers can agree!

Police shoot the wrong person, or not?

The Leandra Police allegedly shot and injured the wrong suspect

A robbery took place this afternoon in Leandra.

Information about the vehicles involved was not great, but it was reported that a red VW golf GTI was the suspected vehicle that the robbers used.

The Police gave chase and caught up with a red VW just outside Leandra (direction Kinross).

The police opened fire and the driver, he was alone at the time, was struck in the neck and head.

Fortunately, the driver survived the shooting and was rushed to Mediclinic Highveld in Trichardt.

The Bulletin briefly spoke to the driver’s wife and was told that “they shot the wrong guy.” “The victim was on his way to work when the Police shot at him,” she told some of the emergency personnel.

The Bulletin learned from reliable sources that the victim said that he thought that he was being hijacked. He even threw out random items from his vehicle to try and distract the SAPS members.

The Bulletin spoke to the SAPS members to try and establish the sequence of events but was told that the commander (or shift commander) was on his way.

The commander did not arrive within the next 45 minutes.

No statement has been received from the Police yet and the Bulletin has also not been successful yet in establishing contact with the station commander to verify the story. We hope to bring you the official response soon

Mayor Thandi Nxgonono resigns

The Bulletin has just received word that the Mayor of Govan Mbeki Municipality, Cllr Thandi Nxgonono has resigned.

A special council meeting has been convened for tomorrow, Wednesday, 28 October, at the Lilian Ngoyi Centre.

As previously reported, Nxgonono took special leave after the release of the Section 106 report last week.

Nxgonono was implicated in the report with a few of her fellow councillors.

The MEC for COGTA (Mpumalanga) was clear in his instructions when he delivered the report that disciplinary action should be taken against Nxgonono and several other councillors.

The previous MMC, Ethel Nkosi and the Current Chief Whip of Council, Cllr Doctor Mtsali were also implicated in the report.

Nkosi resigned on 14 September and is currently deployed at the National Council of Provinces in a position that used to be filled by her sister before her sister passed away a few months ago.

The council was further instructed by the MEC to refer certain sections of the report to the HAWKS.

The DA proposed that the instructions of the MEC should be followed. Unfortunately, the ANC majority and the EFF overruled this proposal.

The DA’s proposal was supported by the Freedom Front + and SAPROMO.

Cllr Dan Nhlapo is currently Acting Mayor for GMM even though there were other individuals earmarked for this position as well.

Tomorrow more questions will be able to be answered after the special council meeting.

Young Players honour their colleague at local soccer league

Youth Soccer at eMbalenhle.

Saturday was a big day for the young players from Emba and Leandra. They played in a knockout game to determine who would be playing at Vosloosrust next weekend.

The game was quite intense as the young players battled it out. The Carara Kicks against the Banana Boys. In the end, it was the Carara Kicks that managed to secure a 2-1 win over the Banana Boys.

The Bulletin spoke to Doctor Mokoena and Jacob Ntekwende

The day was also to honour one of their own. Moeketsi Diago is the first player in the Lake Umuzi Soccer Challenge to be selected as part of the Most Valued Player (MVP) Master Class group.

Moeketsi does not only excel on the soccer field he also studies hard. He achieved excellent results in his school work. He achieved a “level 7” in 7 of his 10 subjects. He is currently in grade 7 at Shapeve Primary School.

“The MVP focuses on young children achieving good results in both the academic fields as well as the sports fields.” Said Jacob Mtekwenda, “this achievement may land him a scholarship at university if he keep this up.”

“The MVP program will provide guidance to the selected indivuduals.” Said Jacob, “The program starts from under 9 untill under 17.”

Moeketsi received a cash prize and a trophy from Jacob acknowledging his achievement. It was also his last local game.

He will start with the MVP program next season.

HAWKS ARREST DANGEROUS ARMED ROBBERS

The National Head of the Directorate for Priority Crime Investigation (HAWKS), Lieutenant General Godfrey Lebeya has welcomed the arrest of suspects in connection with the armed robbery committed at the Badplaas police station in September this year. 

It is alleged that on 12 September, in the early hours of the morning one suspect approached the gate of the police station screaming in the guise that he was under attack and needed assistance from the on-duty police.

When the unarmed police attended to the ‘help seeker,’ another suspect appeared from within the premises and they both pointed members of the Badplaas SAPS with firearms and ordered them back inside the client service centre.

The suspects demanded the safe keys and seized three firearms; an R5 rifle and two pistols as well as ammunition before they fled the scene.

The Mpumalanga Hawks’ Serious Organised Crime Investigation Unit in partnership with the Flying Squad and Elukwatini detectives, followed up on information which resulted in the arrest of three suspects aged 36, 37 and 44 around Nelspruit on Thursday, 22 October.

All three firearms that were robbed, were recovered and they are to be subjected to forensic analysis to establish whether they were used in a commission of other crimes.

The two suspects arrested in possession of the firearms have been positively linked to the robbery scene whilst the third is still only being questioned at this stage to establish his role. They are scheduled to appear in the Calcutta Magistrate’s Court today to face charges of armed robbery and possession of state firearms.
