Zuma elected New Executive Mayor for GMM

ELECTION OF THE NEW EXECUTIVE MAYOR AND THE APPOINTMENT OF THE MEMBERS OF THE MAYORAL COMMITTEE

The Govan Mbeki Municipality has a new Executive Mayor Honourable Cllr Nhlakanipho Zuma who was elected on the occasion of the Ordinary Council meeting that took place on 26 November 2020.

This development came as a result of the resignation of the former Executive Mayor Cllr YT Ngxonono. Subsequently, with the powers vested in the Executive Mayor, the newly elected Executive Mayor then appointed Members of the Mayoral Committee (MMCs) as follows:

1. MMC For Finance: Cllr Sakhile Mahlangu

2. MMC for Technical Services responsible for Energy: Cllr Dan Nhlapho

3. MMC for Water and Sanitation: Cllr Betty Ndaba

4. MMC for Corporate Services: Cllr Thandiwe Zulu

5. MMC for Planning and Development: Cllr Thandi Ngxonono

6. MMC for Community Services: Cllr Antony Makhaye

7. MMC for Special Projects: Cllr Nomkhosi Zulu

The election of the new mayor and the executive committee was not without its share of controversy.

The opposition parties was of the opinion that the timing for the election of the Mayor and MMC’s was not thought through. The municipality is currently under administration in accordance to Section 139(1)(b) of the constitution. This would mean that a Mayor would not be necessary and a waste of time, taking into consideration the financial state of the municipality.

The Bulletin received the following statement from Cllr Ciska Jordaan, Caucus leader of the Democratic alliance in GMM:

The DA is severely concerned with the recent election of an Executive Mayor, who has also appointed a mayoral committee while the municipality awaits for the appointment of an administrator by the provincial CoGTA as stipulated by section 139 (b) of the constitution, which would make having an Executive Mayor and a Mayoral committee under the current circumstances, redundant and irrelevant.

The MEC for Cogta had categorically stated on video to the public, and I quote, “there’s collapse in governance, there is collapse in financial management, there’s collapse in service delivery” and that there is no need for an executive authority since the province has taken over the powers for the next 6 months.

As the DA, we concur with this view and are of the opinion that appointing an Executive Mayor and a Mayoral Committee would only result in wasteful expenditure to pay out huge salaries and further political interference. The Democratic Alliance had therefore walked out of the council meeting on Thursday the 26th November as we refuse to participate in the continuous willful destruction of the Govan Mbeki municipality, and in the effort to work with other opposition parties to leave the council without a quorum.

All indications are that either the alleged intervention undertaken by the provincial legislature into the decrepit state of affairs of the Govan Mbeki Municipality is a ruse designed to calm the public, or the ANC in Govan Mbeki is suffering from a psychological difficulty which can only be described as delusions of grandeur in its search for more money to loot and a way to cover up pertinent aspects of ongoing investigations – when there is none, and reward all those same individuals who are implicated in the section 106 report with promotions.

The opposition also vehemently objected to the inclusion of Cllr Tandi Nxgonono in the Mayoral committee. Thandi resigned from her position as mayor in September after being implicated in the Section 106 report. This report was the findings of an investigation sanctioned by the MEC for COGTA.

Die weer het gedreig om nie saam te speel nie maar het glad nie ‘n demper op die entusiasme van die Pa’s en seuns geplaas nie. Op die ou einde het die weer glad nie saak gemaak nie.

Die Bulletin het met Paul van den Berg, Verhoudings en Reklamebestuurder van Laerskool Secunda asook met Pastoor Werner Joubert, voormalige Survivor SA deelnemer gesêls oor die geleentheid

Hierdie unieke dag gee aan die pa’s en seuns die geleentheid om as ‘n span saam die survivor-bane aan te durf.

Die bane is spesiaal ontwerp deur Pastoor Werner Joubert, voormalige Survivor SA deelnemer en trotse ambassadeur van hierdie geleentheid.

Hierdie geleentheid was nie net uitdagend nie, maar het ook vir elke pa en seun die geleentheid gegee om kosbare herinneringe te bou.

Eagles win the Covid indoor cricket league.

The Eagles have done in again with their win in the Covid league, Mens A division.

This league was played over five weeks, with five different leagues within, A, B, C, D and a mixed league.

The Eagle have won this league two years in a row.

A new league has started and will end in February next year.

Here is a short history of the Eagles team.

The Eagles started in the middle of 1994 as the Golden Eagles. The name actually originated from a set of orange jerseys with an Eagle on.

The first arena was in Trichardt and called “Blits Bal”. 

The Eagles lost their first game against a Police team with about 100 runs but they recovered quickly and grew in strength. At the end of the league, they played the Police again and lost with only 5 runs.

That is where their dominance, not only in Secunda, but in Mpumalanga started.

The following members that still play in our area (from 1994-1999) are:

  • Hansie Smit
  • Daan Coetzer
  • Riaan Burger
  • Kallie Burger
  • Johan Jonker
  • Frankie Jonker
  • Gustav Kruger
  • Louis Strauss.

Through the years new talent were added to the team and the older players transferred their skills to the younger players. The following players joined the Eagles Family from 2000.

  • Jaco Joubert
  • Jaco van Rooyen

All of these players are still playing for the eagles and to compile an “Old School” team for a legends game it would most probably look as follow:

  • Jaco Joubert

They would most probably still teach the young ones a thing or two.

Throughout the years the Eagles never stopped playing even if the arenas closed. They would just find the next arena and play there. They just loved the game so much.

They have played in a lot of different arenas that included:

  • Trichardt,
  • Bethal
  • Kriel
  • Middelburg
  • Springs
  • Pretoria
  • Secunda.

Most of the time they played without any sponsors and had to fund their games on their own.

The were crowned champions in all the arenas in their league.

The best opponents were the VAT-VAT team that lasted a season or two but they also disappeared.

The Eagles received regular invatations to the club championships in Pretoria and Springs.

As with most successful teams, quality plaers emerged from within. Most of the older players carried the Mpumalanga team for a number of years.

On two occations the entire team played in the Nationals. One was in PE where they acheived third place. The other was in Pietersburg where they won silver medals. The lost aagainst Eastern Province in the final with 9 runs.

The following Eagles received their provincial colours with a few that played national and internationally.

  • Johan Snyman – Mpumalanga, Northern Transvaal, South Africa
  • Jaco Joubert – Mpumalanga, Northern Transvaal, Included in the South African practice group.
  • Chris Janse van Rensburg – Mpumalanga, Northern Transvaal, Included in the South African practice group.
  • Hansie Smit – Mpumalanga, Captain and later trainer of the Mpumalanga team. Played in one international game, Mpumalanga vs India (this was a warmup game for the India world cup) Mpumalanga won with 38 runs, the game was played at the Middelburg arena.

They are our upcoming stars.

This is a team that stood together for 26 years. A team that is proud, loyal and has respect for each other. Not only for each other but also for the game and their team. The Eagles!

Very few would argue that this team can be called LEGENDS!

16 Days of Activism kickstarted by a peaceful march this morning from the Secunda Police station to the Traffic light close to the Fireplace roadhouse.

Several people took part in the march that was organised by members of the “Suid Afrikaanse Vroue Federasie” (SAVF)

The 16 Days of Activism for No Violence against Women and Children Campaign (16 Days Campaign) is a United Nations campaign which takes place annually from 25 November (International Day of No Violence against Women) to 10 December (International Human Rights Day). Other key commemorative days during this period include World Aids Day on the 1st December and the International Day for Persons with Disabilities, on 3 December of every year.

Given the scourge of Gender-Based violence in the country, which is declared a national address, the government is implementing the Emergency Response Action Plan on Gender-Based Violence and Femicide, which was announced by President Cyril in September 2019.

  • Teach children the values of gender equality
  • Protect children from exposure to violence and harmful content on the internet and social media, including pornography, sexual solicitation
  • Develop policies that prevent and deal with gender-based violence in your sector, workplace and communities.
  • Organise targeted community outreach and dialogues on a solution towards a gender-equal society.

Bail granted to alleged fraudster

ALLEGED FRAUDSTER GRANTED FIFTY THOUSAND RAND BAIL FOR FRAUD

MPUMALANGA – Osfael Vusimuzi Mazibuko (53) appeared before the Serious Commercial Crime Court in Pretoria on Monday 23 November 2020 after he was arrested on the 18 November 2020 on a warrant of arrest for Sunnyside Fraud case by members of the Hawks Serious Commercial Crime Investigation Pretoria.

It is alleged that in March 2017  the accused fraudulently submitted false tax clearance certificate as well as false documents to Construction Development Industrial Board (DCIB) to upgrade his company grading. The accused appeared in court on the same day and he was remanded in custody with a postponement to the 23 November 2020 for formal bail application.

During October 2020, the case was opened at Pretoria Central regarding Mazibuko`s citizenship in the country and the case was handed over to Mpumalanga Hawks Serious Commercial Crime Investigation for further investigation. The accused was charged on the 20 November 2020 for Fraud.

Mazibuko appeared in Court on Monday 23 November 2020 whereby the case was combined with the Sunnyside matter for the purpose of the formal bail application. The accused was granted R50 000.00 with strict conditions. 

The case was postponed to 12 February 2021 for further investigation.

The Provincial Head for the Directorate for Priority Crime Investigation Major General Zodwa Mokoena applauded the multidisciplinary approach by members of the Hawks Serious Commercial Crime Investigation Gauteng and Mpumalanga with the assistance of Department of Home Affairs in fighting against fraud. The Directorate for Priority Crime is mandated to prevent, combat and investigate offences amongst them fraud with due diligence.

5 Amazing Facts you should know about Moissanite vs Diamonds

What are the main difference?

For a while now, moissanites became more and more popular in the world of Engagement Rings. Synthetic moissanite is marketed as an affordable diamond simulant.
Moissanite is a naturally occurring silicon carbide discovered by chemist Dr. Henri Moissan in 1893 in Canyon Diablo, Arizona.
Moissan was doing research on the crater when he made a discovery, initially he thought the crystals were diamonds however, further research and examination led to the discovery of the differences in the crystals compositions. The crystals he found bears the name of the founder (Dr. Henri Moissan) – Moissanites.
The natural moissanite that Moissan discovered is so rear that there is not enough to set a pair of solitaire earrings. The moissanites we see today, are all lab created moissanites.

Hardness

Diamonds are known and praised for their hardness, it’s part of what makes them so appealing for engagement rings, as they are worn, ideally, forever.
When compared to moissanites the difference is rather slim.
on the Moh scale (Scale of hardenss) the Diamond is a 10 and the moissanite is very near at a 9.25.

Cost to value

Diamonds are expensive, really expensive!
Diamonds are glorified for their rarity, when in reality they are much more common than some other gemstones that is much cheaper. |
The cost of diamonds are totally out of perspective and some people save up months or even years to buy a diamond.

Moissanites, however, with comparable hardness and appearance, does not have the inflated costs. Moissanites are much cheaper than diamonds and do not suffer in any other category.

With cost, value for money, the answer is clear.

Diamond’s refractive index caps out at around 2.42. Moissanite, however, caps out at 2.65. This means that they are shinier and more refractive of light than diamonds.

While diamonds flash without the rainbow, moissanite tend so shine a vibrant rainbow. If the rainbow of a moissanite is bothersome, it might be a good idea to stray from moissanites. If however, when the light strikes the stone and the rainbow sparkles sound appealing to you, then yuou have your answer.

Here is the biggest difference.

Diamonds (especially naturally mined diamonds) are highly unethical. Aside from the price inflation, which is a ethical problem in and of itself, the process of natural diamond mining is damaging to the environment.

There are ecological devastation in some parts of Africa due to diamond mining. Amongst other ethical problems in the categories of forced labour and violence.

Lab-created diamonds are definitely an ethical way to shop for diamonds but the cost is still very high.

Moissanites has no such issue, Moissanites can not be mined – they are found in meteorites, this is the reason why natural moissanites are extremely rare. There are zero environmental impacts.

We are not Amused – Govan Mbeki Municipality Joint Civil Movement on the state of the implementation of the Section 139(1)(b) intervention

The Movement released a press statement last week voicing their displeasure about the 139(1)(b) intervention. They are asking for the total dissolving of the current municipal council.

The group gathered 10017 signatures on a petition and submitted it to the Provincial Legislature. They received a response indicating that they will receive feedback by December 4.

When asked about the response of the people as they signed the petition they replied, “The people are fedup.”

Govan Mbeki Municipality is continuing to struggle to deliver basic services and are currently having severe water problems after the 40% reduction in supply from Rand Water was implemented on the 9th of November.

The Eskom Debt alone escalated with R1,5 Billion from July 2018 to its current state. Fuel is not supplied due to non-payment by GMM resulting in vehicles being grounded, including refuse trucks.

Yellow fleet (construction and refuse vehicles) should have been replaced after 2018 but instead, mainly bakkies were acquired.

Progress update regarding the stand overtook by the Govan Mbeki Municipality Joint Civil Movement towards demanding the Mpumalanga Provincial Legislature to place Govan Mbeki Local Municipality under Section 139 Administration for their failures to uphold Chapter 7 of our Countries Constitution.

Introduction

Whereas the Govan Mbeki Municipality Joint Civil Movement, commonly known as GMM Joint Civil Movement (Hereinafter referred to as the Association). A movement of Civil Society Organization and Community Campaigners aligned to bring into account those in defiant to the mandatory prescript of our South African Constitution and other Democratic Processes.

Application

In raising our civil concerns and those of distressed citizens regarding the state of unconstitutional and poor municipal service’s received from the Govan Mbeki Local Municipality, a community protest managed by the GMM Joint Civil Movement ensued in a form of petitioning the Mpumalanga Provincial Legislature to intervene in a form of placing the Govan Mbeki Local Municipality under Section 139 (1) (C) Administration.

The campaign commenced date was on the 04th of August 2020, ended on the 29th October 2020 after recording 10 017 signed – hard copy petitions from distress community members around the Govan Mbeki Local Municipality advocating for a positive change to be enjoyed by all.

Is with great pleasure to announce that the 10 017 petitions from communities around Govan Mbeki accompanying the main petition from the GMM Joint Civil Movement, were successfully submitted and receive orderly by the Mpumalanga Provincial Legislature on the 04th of November 2020, as per the Mpumalanga Petitions Act Number 6 of 2000 guidelines.

It was a journey led to great achievements even though we were to be subjected under tough environmental condition such as the adherences towards the Covid-19 imposed regulations, limited manpower and undersized resources.

On the 13th of October 2020 the Office of the Secretary from the Mpumalanga Provincial Legislature responded to us by via email where we received a formal letter, signed by the Acting Secretary on the 12 of October 2020, with reference number: MPL 17/2/1/1146-2020, acknowledging receipt of the petitions and that the request has been forwarded to the relevant department for interventions and to report back to the legislature by the 04th of December 2020 where we shall receive a verdict regarding our demands.

The Eskom Debt alone escalated with R1,5 Billion from July 2018 to its current state. Rand water escalated to a point were GMM are now being restricted with their water supply. Fuel is not supplied due to non-payment by GMM resulting in vehicles being grounded, including refuse trucks.

Yellow fleet (construction and refuse vehicles) should have been replaced after 2018 but instead, mainly bakkies were acquired.
