Protest actions flared up in eMbalenhle this evening in anger to the electricity disruptions.
According to information that The Bulletin received the protests is against the continual power disruptions that eMbalenhle are experiencing at the moment. The protests are still small but knowing the history of these actions in eMbalenhle it could turn out to be very serious. It is, however, very worrying that eMbalenhle has now joined eMzinoni in protesting against the power interruptions that plague the area. Bethal is also bearing the brunt at this stage and residents are starting to form groups to address this problem.
Govan Mbeki Municipality send out notices that certain areas will experience load shedding as they are exceeding the Notified Maximum Demand (NMD). Residents are not happy with the situation as it is at the moment and said that the load shedding has no schedule. They are also unhappy with the continual disruptions beyond the load shedding.

GMM owes Eskom nearly 2 Billion rand with no prospect of paying it back.
To top it all, the failure by GMM to manage their spiralling Eskom debt has resulted in Eskom charging interest and penalties.
Trudie Grovè-Morgan: MPL and DA Provincial Spokesperson on CoGTA wrote in a statement today that Mpumalanga municipalities are charged nearly R1 billion interests on their Eskom debt every year.
Mpumalanga’s 21 municipalities are billed an alarming R1 billion interest rate on their Eskom debt every year.
This information was revealed in reports from the portfolio committees on Human Settlements and CoGTA.
According to the reports, the Mpumalanga provincial Eskom debt for the month of March 2020 was just over R8 billion and the total interest charged by the entity was R78 061 896. Assuming that such interests are charged on a monthly basis; then the entity is roughly charging municipalities in the province over R936 million (in interest charges) over a twelve-month period.
The Democratic Alliance (DA) is concerned that the repayment of Eskom debt has always been an issue in our province due to non-generation of revenue, large number of illegal electricity connections, inaccurate billing systems, and high interest charges by the entity on overdue accounts.

The Eskom debt in our province is extremely concerning given the fact that towards the end of 2016, we only owed Eskom R990 million.
Below is a table reflecting a municipality’s Eskom total debt and interest charged for March 2020:
1. Emalahleni owes R3.8 billion and charges R32 967 498 interests in March.
2. Govan Mbeki owes R 1.8 billion and charged R20 645 151 interest in March.
3. Lekwa owes R 1 billion and charged R10 076 743 interest in March.
4. Thaba Chweu owes R707 million and charged R5 241 821 interest in March.
Information taken from individual monthly reports of two municipalities:
1. Emalahleni:
For the period ending 31 March 2020 the municipality owed Eskom an amount of R3.8 billion and the Department of Water and Sanitation R220 million (more recent). The municipality also noted that they do not have a repayment plan with Eskom.
Due to issues relating to revenue generation, the municipality is owed over R4 billion for services which were provided to consumers, money if capitalised on, would service the Eskom debt.
2. Govan Mbeki
For the period ending 29 February 2020 the municipality owed Eskom an amount of R1.8 billion and Rand Water R246 million. During the month of February 2020, the municipality lost 55.94% of the electricity it purchased. Due to issues relating to revenue generation, the municipality is owed R2 billion for services provided.
Having such a large amount of both debtors and creditors is further hampering the ability of these municipalities to roll out services and as such they are failing to live up to their constitutional mandates.
Lack of political will, financial mismanagement, and incompetency as a result of Cadre Deployment must be blamed for the mess in municipalities.
“Should residents vote the DA to run Mpumalanga municipalities, we will ring-fence ratepayers’ monthly electricity payments, which ANC-led municipalities have ignored for years – hence this crisis. We find no justification for why residents should suffer due to the municipalities’ incompetence.” Trudie concluded.
GMM also embarked on the umptieth project to address the electricity losses (51%-53%) in the municipality.
The Govan Mbeki Municipality carried out a joint operation with the South African Police Service on Tuesday, 19 May 2020 in efforts to curbing illegal electricity connections in eMzinoni to reduce the overloading on the power network.
The area has been experiencing electricity outages due to illegal connections in the area leading to network overload.
The municipality’s technical team has been on site several times trying to resolve the problem only to notice that each time the power is restored, it would last few hours caused by continuous illegal connections.
Cutting illegal electricity connections
The municipality has incurred costs already replacing damaged components of the network in the area.
We encourage residents to report illegal connections to compliance@govanmbeki.gov.za so that those responsible could face the full might of the law, as electricity theft becomes much higher in the winter.
Let us hope that the issue with Eskom and the NMD will be addressed and resolved.
“The country was promised that there will be no load shedding during the lockdown,” several residents said to the Bulletin, “why are we having it then?”
The Bulletin arrived on a sombre scene on Wednesday night after a business owner was murdered at the Lifestyle Centre in ext. 22, Secunda.
Not much information was available upon arrival as the SAPS forensics team was still en route and the police were still taking statements.
It became clear later that Mr Chris Botha and his sister, Ms Louri Botha were busy closing up the shop, Hollow Hog Pizza when the suspects entered.
According to sources the suspects entered the shop and were allegedly approaching Miss Louri Botha when her brother, Mr Chris Botha allegedly intervened, tackled 3 of the suspects and the fourth suspect shot him. This also appeared to be the case on security video footage.
Ms Botha called for help once the suspects had left and were running away.
The investigation is still underway.
The sombre scene at the incident
Captain Gerhard Elmes, Corporate Media Official for SAPS released the following statement:
On 2020-05-20 at about 18:10 a white male, Mr Chris Botha (34), the co-owner of Hollow Hog Pizza Outlet and his sister, white female, Ms Louri Botha (31) was in the shop busy closing for the day. 4 African males entered the shop wearing masks and gloves.
The complainant, Ms Louri Botha alleged that the suspects grabbed Mr Botha and during a struggle Mr Botha was shot in the back of the head, where after the suspects ran away on foot. It was discovered that the deceased’s firearm, a 9mm handgun, that he carried on him in a holster, was missing. (Firearm circulated ref 84158.)
The deceased was declared dead on the scene by Langamed. The motive for the crime is not yet known and the investigation still has to ensue.
No arrests have been made as of yet.
Family members have been informed of the passing on of Mr Botha.
The District Command Council (DCC) of Gert Sibande District Municipality (GSDM) continued to ensure monitoring and support for all government stakeholders within the District in an effort to collectively flatten the curve of the Coronavirus.
District Executive Mayor, Cllr Muzi Chirwa in his capacity as the Chairperson of the District Covid-19 Command Council led a screening and testing campaign of School Management Teams (SMT’s) at the Siphumelele Centre in Elukwatini on Monday 18 May.

The SMT’s members took turns and gathered in groups of less than 50 people to be tested and screened for the Coronavirus as part of their first day of return since the declaration of the national lockdown.

This follows a directive by the DCC that all School Management Teams within the District be supported and monitored to ensure smooth operations as the SMT’s reopened.

Mpumalanga MEC for Community Safety, Security and Liaison, Ms. Gabisile Shabalala has condemned the latest incident where a minor was brutally murdered allegedly at the hands of the house robbers in Clarinet near Emalahleni on Tuesday, 19 May.
This occurred while the mother of a 13-year-old boy was working a night shift at a mine around Emalahleni. It is alleged that the suspects shot at the boy after suffocating him at his home.
It is believed that the boy was asleep when two ruthless criminals broke into his home and stole valuable items such as a television set, not realizing the boy was in the house.
The MEC has called on the police to work around the clock in making sure that the ruthless culprits are urgently brought to book so that they are accordingly punished.

She has also called on members of the public who may have information to come forward and assist the police in finalizing this case and many other cases that they may have information on.
Meanwhile, the MEC has urged parents and caregivers to always ascertain that their children are secured by ensuring that minors are not left alone at home and they are aware about the whereabouts of their children and who they are playing with at all times.
“We are calling on the guardians and parents to always prioritize the safety of their children by not leaving them alone in their homes. They should make alternative arrangements in order to ascertain that there are always adults looking after the minors. This will help in ensuring that our children are safe and protected from such evil doers,” says the MEC.
Rumours started to spread of a positive COVID-19 case at one of Sasol’s mines earlier this week.
People were up in arms and worried that their family members and friends might have been in contact with the person that was tested positive.
Many people phoned The Bulletin to ensure that this was not fake news.
The Bulletin confirmed that this is not a rumour and received the following press statement from Sasol.

Secunda, Mpumalanga – On Sunday, 17 May 2020, a Sasol Mining employee was diagnosed positive for the Coronavirus. Out of the 28 employees that have been traced and tested, as first and second contacts, another four employees have tested positive, eight employees have tested negative and 16 test results remain outstanding. This brings the total number of positive cases at Sasol Mining to five.
Sasol Mining has controls in place, aligned to the Department of Health regulations, to ensure it safeguards the health and wellbeing of its employees. These measures seek to minimise the further spread of COVID-19 and include protocols to manage positive cases.
On Monday 18 May, the MEC for Health in Mpumalanga, Ms Sasekani Manzini, visited Shondoni Colliery to review compliance to the gazetted level 4 regulations and verify the state of readiness for various levels, especially alert system level 3.

Five suspects aged between 34 and 50 are expected to appear in the Barberton Magistrate’s Court today, 20 May 2020 facing charges of possession of gold burial material as well as defeating the ends of justice. They were arrested earlier yesterday, Tuesday, 19 May 2020 in Barberton on an Intelligence driven operation.
This came after members of Crime Intelligence in Mpumalanga received information about suspects who were busy with illegal mining activities on a farm just outside Barberton.
They operationalised that particular information at which point they and other members, devised a plan and organised a sting operation to arrest the suspects.
The formations later spotted three men apparently grinding gold dust with gold burying material on the said farm on what looked like a makeshift plant.

Police approached the men and enquired about a mining license which permits them to carry out such an activity but they failed to produce one. They further could not give a sensible explanation or the name of the mining company they were working for and were then arrested thereafter. Preliminary investigation into the matter revealed that the farm belongs to the state and that the two men who leasing it were apparently aware of the illegal activities conducted there but opted not to report to the authorities and therefore they were charged with defeating the ends of justice.
Police also seized all the material, equipment as well as the two vehicles which were used during the operation.
The five arrested suspects
The Provincial Commissioner of the South African Police Service in Mpumalanga, Lieutenant General Mondli Zuma, has welcomed the arrest of the five suspects and thanked members of the community for providing police with information which led to the arrest of the suspects. The General has also applauded police for their swift response.
