MPUMALANGA – Ronny Germany Ngwenyama (44), Tinyiko Shadrack Golele (44) and the company, Frugasmart CC appeared in the Nelspruit Magistrates’ court on Wednesday, 10 November 2021 after they were arrested by members of the Hawks’ Serious Commercial Crime Investigation team for fraud, theft and money laundering of over R4.5 million.

It is alleged that in September 2018, the accused who was employed by the Department of Rural Development and Land Reform at Mpumalanga Provincial Government as project manager, but now employed in Polokwane at the Department of Agriculture, colluded with Mr Ngwenyama, the sole director of Frugasmart CC company over the land claim of Brown community, Makhatini community and Tlharesamadi community.
It is further alleged that the above-mentioned communities submitted applications for the land claim and it was approved by the minister but instead of the communities being informed about the approval, Golele colluded with Ngwenyama to submit fraudulent invoices on behalf of the communities as if he rendered services for them, whereas the services were never rendered.

After submission of invoices, the department paid Frugasmart CC causing an actual loss of R 4.5 million. Upon receiving the said money, it was allegedly shared between Ngwenyama and Golele and they further distributed it to their families who are yet to be arrested.
The accused were released on R5000 bail each and the case was postponed to 4 February 2022 for tracing of outstanding accused and instructions. The investigation is continuing.
This simply means that this municipality should be co-governed by a Coalition Government comprised of 2 or more political parties.
If the option of a Coalition Government does not materialize, parties risk going the route of election reruns which will be extremely costly and politically suicidal, to say the least.
Whilst political parties are still busy engaging in intellectual gymnastics and manoeuvrings, there is a serious danger lurking with regard to service delivery.
As we speak, municipalities do not have Councils and are singlehandedly run by Municipal Managers.
The prevailing situation demands of political parties to refrain from politicking and politricks.
Politicking and Politricks will delay and derail any efforts aimed at expediting the process of peaceful co-existence in co-governance.
These shenanigans will have a debilitating effect on the provision of quality service delivery to communities.
These political processes will show us the element of power-mongering by these people called politicians.
The jostling for positions is characterized by ruthlessness and heartlessness typical of vicious animals in the Animal Kingdom annihilating one another to claim physical superiority.
The issue of the monetization of politics comes into play.
It has been widely reported that big monies exchange hands during this period after Elections wherein people want certain lucrative positions by all means necessary.
Political parties must be cautioned against fielding candidates who are not fit for the purpose of the position of Executive Mayor.
GMM is a big and strategic municipality that must be led by a competent and politically astute person in the capacity of the Executive Mayor.
We don’t want a Political Tabula Rasa to be parachuted into the position of the Executive Mayor for purposes of nepotism, cronyism, patronage and the politics of javelinism.
GMM is supposed to be an investment destination for powerful companies and businesses operating in other parts of the country.
The very fact that Sasol and other mining companies are situated within the jurisdiction of this municipality is an attestation to its strategic nature.
First and foremost, the GMM Executive Mayor does not own the Mayoral car because there’s nothing called Mayoral car.
The GMM Executive Mayor uses the Council vehicle to execute the duties and functions assigned to the Executive Mayor as a Political Head of the municipality.
The GMM Executive Mayor comes to the municipality not to loot and pilfer the resources, but to work tirelessly to revive its economic development and prosperity.
The GMM Executive Mayor must be someone who is above reproach.
The GMM Executive Mayor must be someone who is able to read and write.
The GMM Executive Mayor must be someone who has a cognitive and conceptual understanding of socio-economic and political dynamics.
The GMM Executive Mayor must be someone who can easily articulate ideas and positions and more importantly, be able to engage in sober discussions with community members without resorting to barbarism and insults.
The GMM Executive Mayor must lead all the people from the front irrespective of their different political affiliations.
The GMM Executive Mayor must lead with absolute humility and respect towards the people.
The GMM Executive Mayor must not sit in the office idly while people are struggling to get basic services.
The GMM Executive Mayor must always be on the ground with MMCs performing oversight on service delivery.
The GMM Executive Mayor must be driven by the desire to change people’s lives for the better, not by egocentric tendencies of tender manipulation for self-enrichment.
These attributes to the GMM Executive Mayor must also be applicable to the Speaker, Chief Whip, all MMCs and Councillors across the spectrum.
The Govan Mbeki Municipality is named after Isithwalandwe, Treason Trialist, Robben Islander, Intellectual and Scholar of note Dr Govan Mbeki whose name enjoys the reverence of the struggle for national liberation.
His great name must never be besmirched by political charlatans masquerading as political leaders.
The people of the Govan Mbeki municipality must demand the best crop of political leaders to lead this municipality.

EMBALENHLE POLICE ARRESTED THE LADY WHO DISAPPEARED WITH THE 5 DAY OLD BABY
On Thursday 28 October at about 12:30 a mother reported that someone has stolen her 5-day old baby. The mother alleges that she was at the taxi rank with the suspect who introduced herself as a social worker helping young mommies who are not working.
While they were at the taxi rank with her baby, the lady(suspect) mentioned that she wants fries and asked the mother to buy fries for her. The lady went to buy at the nearest shop and the lady(suspect) offered to look after the baby as the mother quickly go to buy fries.

Unfortunately when the mother returns from the shop, the lady(suspect) was nowhere with the baby. The mother asked around about her whereabouts and it was mentioned that she got into a mini taxi, and the taxi was traced but it was in vain.
Until yesterday 2021-11-09 when an informant arrived at the Police station to give information about the lady (suspect) whereabouts, the informant was interviewed and that information was followed that led the police to Bethal.

As the investigation continued further information led the police back to eMbalenhle where they got a breakthrough. The police managed to discover the baby that was 5 days by then and arrested a 38 years of age suspect who pretended to be a social worker.
The eMbalenhle Station Commander applauded the sterling work that is done by D/Cst Khutjo Sekgobela and D/Cst Ayanda Jiyane.
Afrikaans en ‘n pragtige meisie, al die pad van Rusland. Maar dit maak dit maak nie sin nie. Nee kom ek werp meer lig op die onderwerp.
Lika Gorokhowa, ‘n student aan die Moskouse Staatsuniversiteit, het na Suid Afrika gereis en op die koop toe ‘n boek vrygestel. Maar ek loop die storie vooruit.
Die storie begin eintlik met twee baie interressante mense, Wessel Oosthuizen en Nico Moolman. Hulle twee het saam ‘n boek geskryf genaamd, Boere en Russe – Persoonlike vriendskappe.
Eers kortliks iets van hulle elkeen. Ek leen dit uit hulle boek, Boere en Russe.
Nico Moolman, die skrywer van The Boer Whore en etlike ander boeke oor die Anglo-Boereoorlog, het sy uitgebreide kennis en ervaring ingespan om ook vir dié boek insiggende bydraes oor betrekkinge tussen Boere en Russe gedurende die tydperk 1898 tot 1945 te lewer. Moolman het al 16 boeke agter sy naam.
Wessel Oosthuizen smee al sedert 1991 bande met Russiese burgers, onder wie tientalle bekendes, beroemdes en hooggeplaastes. Hy is ‘n outeur van 21 boeke. Tot voor die bekendstelling van dié boek (Boere en Russe) was hy al 18 keer in Rusland en was hy die gasheer van vele Russe wat Suid Afrika besoek het.
Hulle wou graag hulle boek in Russies vertaal en het, deur die Russiese Ambasedeur, met Dr Monika Urb in aanraking gekom. Sy is die dosent van die Afrika-studies Departement van die Moskouse Staatsuniversiteit. Sy en haar studente het die boek in Russies vertaal.
Nico en Wessel wou graag haar nooi na Suid Afrika maar sy kon ongelukkig nie na SA reis nie. “n ander plan is gemaak en 10 onderhoude was na Nico en Wessel gestuur waarna hulle toe op een student besluit het naamlik Lika Gorokhowa.
Lika het die tog aangepak en ‘n onvergeetlike ervaring meegemaak het sy aan die Bulletin vertel. Sy het haar wedervaringe neergepen en met die aansporing van Wessel het sy dit toe in ‘n boek vervat.
Dit bring ons by Val, die klein dorpie nie ver van Secunda af nie. ‘n Klein dorpie met ‘n stasie wat ‘n baie belangrike rol in die oorloë van die verlede gespeel het. Dit is ook die kleinste dorpie in die land met ‘n poskode. Rita Britz eienaar van die Val Hotel het gesorg dat alles seepglad verloop.
Hierdie klein dorpie is Wessel Oosthuizen se geboorte dorp en saam het hulle besluit om die boek Boere en Russe daar vry te stel. Lika het ook die geleentheid gebruik om haar eie boek, Oor die goudgeel vlaktes van Suid-Afrika, vry te stel.
Tydens die klein seremonie op die Val stasie het sy vertel hoe sy Val ervaar het en gekies het as die plek om haar boek vry te stel. Hoe snaaks het dit nie geklink vir sommige om Russies op die peron van Val te hoor nie.
Die boek van Nico en Wessel vertel ook lekker stories van Russe en Boere se vriendskappe. Tydens my gesprekke met hulle twee het ek gou agtergekom hoe diep hulle verbintenisse met die Russe was. Ek sou graag baie langer met hulle wou gesels maar daar was ongelukkig nie genoeg tyd nie.
Hulle het vertel van Russe wat tydens die Anglo-Boereoorlog hierheen gekom het om teen die Engelse te veg. Die boek is vol interresanthede, die verhale is lekker kort met ‘n magdom van fotos. Wat die boek ook so interressant maak en dalk ‘n eerste is in Suid Afrika is dat die boek altwee tale, Afrikaans en Russies, vervat. As mens van die een kant af lees dat in dit in Afrikaans en as hy van die anderkant af gelees word is hy in Russies.
Drie uiteenlopende mense, Nico Wessel en Lika maar ook met so baie in gemeen. Hier, op die kleinste dorp in die land, wat ‘n poskode het, vertel hulle die verhale en liefdes wat die twee lande op so ‘n besonderse manier verbind.
ANIMALS 101 – WHAT SORT OF BONES MAY BE SAFE FOR MY DOG?
How many owners have just given bones to their dogs without thinking about it? Even though there might be some bones that are relatively safe, bones are meant for recreation, not as food. When and how you give your dog a bone also matters. Dr Karen Becker (co-author of THE FOREVER DOG) gives some great advice on bones.
There are some bones dogs can eat, well rather technically chew and others that could cause serious damage if nibbled or ingested. Generally speaking, raw knuckle-bones from large livestock are safe for dogs to chew. There’s really no such thing as a too-big bone.
Cooked bones and pieces small enough to be choking hazards are off limits! Dogs can swallow it and get it lodged in their throats or stuck in their stomachs. A bone in the wrong place means a lot of pain, potential surgery and possible infection.

BENEFITS OF BONES
Studies have shown chewing on raw bones can dramatically reduce the amount of plaque on a dog’s teeth in just a few days.
It keeps a dog’s mind and mouth entertained for a period of time.
Gnawing on raw bones is an instinct canines haven’t gotten rid of for thousands of years—indulge your dog in this pastime!
Raw bones are also rich in nutrients like calcium and phosphorus. Though they definitely aren’t intended to replace meals or snacks, they can provide a small vitamin and mineral boost on special occasions.
Compare the size of the bone to the size of the dog’s head. If the bone can fit entirely into the dog’s mouth, you shouldn’t let them chew it.
Dogs who have trouble sharing (resource guarding tendencies) shouldn’t be allowed bones.
Supervision during bone chewing time is a must. Never leave your dog alone with a bone.
Let your dog chew for about ten to 15 minutes, then take a break and place the raw bone in the fridge. Too much raw gnawing can lead to constipation or tummy aches.
Raw bone chew time twice a week is a safe amount.
To avoid bacteria from growing, buy the bones frozen and keep them frozen until you’re ready to thaw one out for your pup. Thaw one bone at a time (giving a frozen bone to your dogs could result in cracked teeth).
It’s also not wise to let your dog bury bones in the yard. They could go back to their hiding spot hours or days later where bacteria has almost certainly started to grow.
Dogs who have had past dental surgery or experienced a cracked tooth before should not eat bones.
If your dog is new to raw bones or has a sensitive stomach, remove any and all bone marrow before allowing them to go to town. Bone marrow is incredibly rich and fatty; while some dogs may handle it well, others could start vomiting or have diarrhea. In fact, Animal Emergency Service advises against feeding dogs with delicate systems bones at all. Stick to chewable treats or hard carrots, instead.
Neverfeed your dog cooked bones. These are brittle and can splinter easily, causing damage to your dog’s teeth, mouth, tongue and stomach. “Cooked” includes any bone that has been boiled, baked or smoked.
A BIG NO-NO!
Never give your pets these chemically treated chew toys! Just because a pet shop sells it, does not make it safe for your pets!!!!

Laerskool Secunda neem afskeid van Marietha Cole as hoof aan die einde van November
Daar is soms mense wat deur hulle loopbane geen nalatenskap laat nie, dan is daar mense soos Marietha Cole. ‘n Merkwaardige vrou wat altyd onthou sal word vir die passie waarmee sy dinge aangepak het.
Marietha het in haar jare as hoof by Laerskool Secunda die skool geneem na groot hoogtes en dit ‘n spog skool gemaak. Sy het in 1980 hier in Secunda beland nadat haar man werk aanvaar het by Sasol. Sy het Netbal gespeel tot en met die ouderdom van 40 en dalk meer merkwaardig as skeidsregter opgetree tot en met 57.
Ouers sal nog onthou hoe Marietha in die koue winter die verkeer gereguleer het tydens die Covid beperkinge. Sy is voorwaar ‘n vrou wat nie skroom om in te spring en die lyding te neem nie.
Laerskool Secunda het Saterdag, 6 November ‘n spog afskeid vir Marietha gereël by Symphony’s in Secunda Mall. Dit was bygewoon deur vriende en kolegas.
Daar was ‘n paar sprekers wat hulle ervaringe met Marietha aan almal oorvertel het.
Rowland Jones het die aand geopen met gebed en ‘n kort woordjie oor Marietha gelewer.

Marietha het ook self geleentheid gehad om te praat oor haar loopbaan. Sy het vertel oor haar liefde vir die onderwys, haar mense om haar en die kinders by die skool. Sy het vertel hoe sy by verskillende skole onderwys gegee het en geleer het by elkeen.
Dit was ‘n aand van hartseer oor die aftrede van Marietha maar dit was ook ‘n besonderse huldeblyk aan ‘n vrou van een van die ikone van die onderwys geword het. ‘n Vrou wat nie geskroom het om in te spring en self die dinge te doen nie. ‘n Vrou wat met elkeen ‘n besonderse band gesmee het, of dit nou grootmense of die kleinste kindertjies was, sy het omgegee vir elkeen.
Marietha Cole het afgetree maar gaan nog in die dorp woon. Sy het beslis nie uitgetree nie.
Dankie Marietha vir die besonderse manier wat jy as Hoof, Ma, Besigheidsvrou en sommer as mens, mense om jou aangeraak het. Ons sal ons oog op jou hou want ons is seker daar is alweer ‘n nuwe avontuur wat jy sal aanpak.
The body of Jaqueline Angelique Fourie was found at her home in Terra Nova after ex-boyfriend dissapeared
Stratcon received a call before 23H00 on Sunday night regarding a possible house fire at Terra Nova. Stratcon is responsible for the Security at Terra Nova.
Upon arrival Stratcon found a neighbour with deep lacerations on his arm. He explained that he broke the window and cut himself in the process. He also informed Stratcon that it appears that there was a body inside the house.
Stratcon informed the Police, ER24 and the Firebrigade about the incident to which they responded.
The GMM Fire Brigade forced the house open and the body of Angelique was discovered lying in a pool of blood. The body was discovered in the bathroom with wounds on her neck and head.

It is alleged that her Ex-Boyfriend arrived at the house and assaulted the neighbour. The neighbour retreated into his house and when he came out again he saw smoke billowing outwards from the house. He allerted the complex security, Stratcon.
The fire appeared as if it was started deliberately but was quickly suppressed by the neighbours.
The couple, although not married, has a daughter together. The boyfriend disappeared with the daughter and later dropped her at his sister’s house in Secunda.
The well-known investigator Mike Bolhuis has also been asked to help with the investigation.
The police are investigating a case of murder, no arrests have made yet. The Police would like to make contact with Mr Christopher Watson as he might be able to assist in the investigation.
Watson was last seen driving a Champaign/Golden Volvo with the registration number KDS 552 MP when he left the complex at around 23H15 on Sunday night.

HARD WORK AND DEDICATION BROUGHT A SUCCESSFUL PROSECUTION.
On 2021-02-24 field rangers from the Lower Sabi and Crocodile Bridge sections reacted to a visual of three armed suspects that entered the Kruger National Park by crossing the International boundary between the RSA and Mozambique.
During that follow up, the field rangers reported a gunshot and subsequently made contact with three armed suspects. One suspect was wounded in the left hand and a second suspect was arrested while the third managed to flee back to Mozambique.
The arrested suspects were identified as Jordan Samuel Mathonsi and Gorge Masangu (wounded in the left hand) and both were Mozambican nationals.

A hunting rifle, ammunition as well as 2 fresh rhinoceros horns were recovered during the arrest. Later on, a scene was discovered in the Crocodile Bridge section of the KNP and the horns were linked to the scene with DNA.

Both accused pleaded guilty in the Skukuza Regional Court and were sentenced on Friday, 05 November as follows: Count 1 – Trespassing in a National Park – 3 years imprisonment Count 2 – Illegal immigration – 1-year imprisonment Count 3 – Hunting of rhinoceros in a National Park – 10 years imprisonment Count 4 – Possession of an unlicensed firearm – 5 years imprisonment Count 5 – Possession of unlicenced ammunition – 2 years imprisonment Count 6 – Possession of a prohibited firearm (no serial number) – 6 years imprisonment
Sentence on count 1 and 2 to run concurrently with the sentence on count 3 and sentence on count 4 and 5 to run concurrently with that of count 6.
Effective sentence of 16 years imprisonment.
Under the leadership of the Provincial Commissioner, Lieutenant General Mananamela, the SAPS Management has welcomed the sentencing and applauded the sterling work and commitment displayed by the Skukuza Stock Theft and Endangered Species Unit.
“I am delighted and impressed by the hard work displayed by these members. They should keep it this way so that we can save and protect our endangered species. Should we not protect them, our children would not have an opportunity to see them. They must continue to do the good work” said the Provincial Commissioner, Lieutenant General Manamela.

COALITION POLITICS IS BECOMING A NEW NORMAL IN THE BODY-POLITIC OF SOUTH AFRICA, WRITES BENZI KA-SOKO.

The 2021 Local Government Elections has sounded a serious political warning to all political parties in South Africa.
The results that have characterized the 2021 Local Government Elections are also displaying a new political consciousness among the country’s electorate.
It should be mentioned that the recent voting posture taken by the electorate is indicative of the fact that issues have become fundamental as opposed to ideological rigidity which is obviously losing its electoral grip and political relevance.
Opposition parties should be alive to the fact that as things stand in the current political juncture, they cannot absolutely depose the ANC from power.
In the same political vein, the ANC should begin to have a high-level realization that their grip on the politics of the country is under serious threat.
The people of South Africa are gradually moving away from ideological dogmatism to basing their vote on bread and butter issues of pragmatic service delivery.
It is therefore critically important that Opposition Parties should defeat their political folly of ideological rigidity and begin to think of forming real Coalitions based on Political Pragmatism under the prevailing political circumstances.
It should be fearlessly mentioned that clinging to ideological dogma weakens Opposition Politics in South Africa.
It is an indisputable political fact that the South African Opposition is numerically weak.
This is confirmed by the fact that whilst the ANC continues to gradually lose votes, it is worth noting that it continues to be a majority party despite amassing a reduced majority.
The ANC Political Dominance can only be obliterated by the establishment of the Opposition Patriotic Front.
The current political environment will always result in the Opposition being steamrolled and vetoed in the National Assembly (Parliament), Provincial Legislatures and Municipal Councils.
The current political environment demands the merging of ideologically like-minded political parties in order to consolidate and solidify their voting power in the Opposition Benches.
Political Historians and Analysts have argued that a Super-Majority Governing Party is bad news for democracy.
It has been documented that a Super-Powerful Governing Party has tendencies of dictatorship and tyranny especially in the context of the African Continent.
Leaders of Super-Powerful Governing Parties tend to develop ballooned egos that encourage autocratic, dictatorial, totalitarian and tyrannical tendencies.
Political Multi-Partyism gets muzzled and stifled by Democratic Dictatorship brought about by Super-Powerful Governing Parties with their Super-Arrogant leaders.
It is a travesty of history that the former Liberation Movements in the form of AZAPO and the PAC continue to perform dismally in the Elections since the Dawn of democracy in South Africa.
AZAPO and the PAC are paying the price for their perpetual infighting as a result of factionalism and Cult of Personality that has characterized them eventuating in various splinter groups within their organizational structural systems.
These two parties are supposed to be competing with the ANC in governing the country as informed by their struggle credentials which are beyond reproach and unimpeachable.
But alas, AZAPO and the PAC are not even in the top five of the Political Hierarchy of the South African Political Anatomy.
As I argue in this opinion piece above, AZAPO and the PAC have been naively relying on Ideological Dogmatism which the electorate no longer views as politically relevant in the current political juncture.
The former Liberation Movements in the form of AZAPO, PAC and SOPA must seriously consider a Strategic Political Convergence if they hope to remain relevant in the body-politic of South Africa.
The results of the 2021 Local Government Elections have forced political parties to reconsider their relevance in the current socio-economic and political environment.
What should be happening now in the political arena is to kick-start the process of drafting technical modalities that will guide Political Coalitions going forward.
These technical modalities should be synergized with political guidelines that are influenced not by dogmatism, but by pragmatism.
With everything said and done, the electorate is interested not in the political gymnastics from political parties, but in the provision of quality service delivery to communities.
The recent behaviour of the electorate has sent a strong message to the ANC as a Governing Party with beautiful struggle credentials that they should not be taken for granted.
Governing Political Parties in Municipal Councils should prioritize the provision of quality service delivery by appointing qualified and experienced individuals in the echelons of Management.
The appointment of individuals in positions of power should no longer be based on Blind Political Loyalty but on Strict Meritocracy.
Politicians should stick to their lane and stay away from technical administrative issues, in particular, the Supply Chain Management matters.
Politicians should provide oversight leadership as clearly stipulated in the legislative framework.
Politicians must allow Management Officials to provide management leadership of municipalities without any interference and meddling.
Politicians must refrain from micro-managing officials in pursuit of fulfilling their selfish interests.
Management Officials must not compromise their professionalism by expecting small favours from corrupt politicians.
Management Officials must display their technical competencies, skills and knowledge by managing these municipalities effectively, efficiently, proficiently and through absolute professionalism.
Management Officials should refrain from abdicating their management responsibilities in pursuit of appeasing corrupt politicians.
Management Officials must not be easily intimidated as they continue managing municipalities.
For municipalities to prosper and provide quality services, they must be managed by competent strong-willed Management Officials who do not expect small favours from politicians or whomsoever.
As the country’s democracy continues to mature, we must expect nothing less, but quality service delivery from municipalities.
The scourge of corruption and malfeasance bedevilling many municipalities across the length and breadth of the country should be declared Enemy Number One.
It is the scourge of corruption and malfeasance of nepotism that has compromised service delivery in municipalities.
Corrupt Politicians would rather collapse a project if the tender was not given to their business cronies; thereby stalling service delivery to communities.

It is now high time that we must begin to run municipalities like businesses as opposed to the current scenario wherein municipalities are used as Dumping Sites for deadwood both politically and administratively.
The Local Government sphere is critically important for it is the coalface of service delivery and therefore, it should be treated as such by all role-players in the form of Councillors, Management Officials, the Business Sector and the communities across the board.
