TWO RAPE SUSPECTS APPEAR IN COURT FOR ALLEGEDLY RAPING THEIR OWN FAMILY MEMBERS IN SEPARATE INCIDENTS
Nelspruit: 19 September 2022 – Two rape suspects are expected to appear in court after allegedly raping their own family members. One of the rape cases is said to have occurred at Bushbuckridge whereby a 27-year-old man is alleged to have raped his niece aged 14 and the girl is currently pregnant. Meanwhile, a similar rape case of rape is said to have occurred at Mhluzi whereby a 63-year-old man is alleged to have raped his 18-year-old granddaughter.
The two separate rape cases were assigned to the Family Violence, Child Protection and Sexual Offences Unit (FCS) to investigate.
According to the information on the case at Bushbuckridge, the grandmother of the victim (14) alleges that on Friday, 16 September 2022 she received a call from the school where her grand-daughter attends, informing her that the girl was rushed to the clinic as she was not feeling well. The victim was later referred to the hospital where she was examined by the Doctor who confirmed her pregnancy.
It was then learned that the girl was allegedly raped on several counts between June and August 2022 by her own uncle who resides with them. It is said that the uncle would sneak into her bedroom and rape her and then threaten her not to tell anyone about the ordeal.
The matter was reported to the police and a rape case was opened. The suspect (27) was traced and arrested on Saturday, 17 September 2022. He is expected to appear at the Bushbuckridge Magistrate’s Court on charges of rape.
Meanwhile another girl from Mhluzi, aged 18 also went through a similar experience as she too was allegedly raped by her 63-year-old grandfather on several occasions between September 2015 and September 2022. It is alleged that the suspect would threaten the victim not to tell anyone including her mother of the atrocities she was going through.
Eventually, the young girl finally broke her silence and the matter was reported to the police, the suspect was arrested as well as charged accordingly. He too is expected to appear at the Middleburg Magistrate’s Court on charges of rape.
The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has strongly condemned the atrocities that the two young girls had to endure and painfully so because these were allegedly caused by their own flesh and blood. The General also commended members of the police for arresting the perpetrators soon after the cases were registered.

WIFE AND ACCOMPLICES FOUND GUILTY OF MURDER OF HER HUSBAND
MPUMALANGA – Seetsa David Mofokeng (44), Mojalefa Christopher Matsobane (43) and Thembisa Zulu (47) were convicted by the Delmas High Court on Friday, 16 September 2022.
The conviction follows the incident which happened on 4 July 2011, where the deceased, Devilier Dan Zulu who was a taxi owner was shot in front of his gate at Extension 15 Embalenhle. Jaco Horn was released on a warning (bail) today in Secunda court.
Local Businessman Jaco Horn was arrested on Tuesday on murder charges. These charges are related to an incident on Sunday where an alleged suspect was chased from Secunda Mall, by the Mall security down to Graceland golf course.
Jaco Horn was released on warning
Several shots were fired, by various people, at the fleeing suspect. He sustained a gunshot wound to his legs during the chase.
He managed to enter the golf course and ran unto the 16th hole, where he succumbed to the gunshot wounds.
The Bulletin was also at the scene on the golf course.
Bail was not granted yesterday as the state was not ready and asked for a postponement. The postponement was granted, and Horn could apply for bail today.
Mr Skhosana appeared on behalf of Jaco Horn in his application. He read a statement from Horn regarding his application outlining his work and home situations.
Horn, through his statement, stated that he had no passport, nor does he have any ties outside of South Africa and should not be considered a flight risk. He is also a stable member of this community.
The state tried to make the court believe that Horn would be a flight risk as well as that he will interfere with the witnesses. They did not make credible arguments in this regard.
The state also argued that Horn left the scene. He explained that he did leave the scene after nearly an hour, but no one told him not to leave or gave him any instructions.
According to the eyewitnesses, Horn left the scene immediately and only returned later. Horn denied this.
Skhosana, through cross-examination, showed the court that Horn complied with every request that the police made. When he was asked for his weapons, he brought them to the station immediately. When asked to come to the station he also complied.
The state also claimed that witnesses phone enquiring about the case, putting it in such a way that the witnesses seemed scared. Through cross-examination, it became clear that the state was referring to another security company and not Night Guard Security. There was no relevance as the enquiry was to ascertain the state of the investigation.
The state prosecutor also argued that Horn knew the witnesses and would interfere with them. This was refuted by the applicant, Horn. The presiding officer Mr Roos also questioned this argument.
The state prosecutor claimed that he worked with the witnesses. This was also disproved.
Horn confirmed that he is the Community Policing Forum Chairperson and that the involvement there is totally voluntary.
SAPS through their investigating officer Mr Mofokeng opposed bail. Mofokeng stated that they oppose bail based on the seriousness of the offence as well as that he believes Horn will interfere with the witnesses.
Mr Roos did not allow the argument as to the seriousness of the offence. He said that he does not understand the relevance as a reason to oppose bail.
Mofokeng then argued that Horn will interfere with the witnesses as there are still statements outstanding. With further questioning, it became clear that there were already 5 statements claiming that Horn shot the deceased. All of these statements were obtained from the Security company that did duty at Secunda Mall, Namely Night Guard security. The outstanding statements are from Stratcon and will be obtained on Friday 16 September.
Mofokeng then argued that Horn is well known and that he will interfere with the witnesses. He said that Horn is known as the CPF Chairperson and would therefore interfere.
Mofokeng, as the investigating officer, confirmed that he did not attend the scene.
The state prosecutor then asked, according to the witnesses and through his investigation, what happened at the scene?
Mofokeng said that according to his information, the deceased was begging at Secunda Mall. The security tried to engage the deceased and tried to move him to leave the mall as he was disturbing the customers. When approached the deceased pulled out a knife and tried to stab the security before fleeing. The security continued driving around the filling station and down towards Graceland where he was shot. They continued driving the van onto the grass of Graceland.
Mofokeng stated that his investigation confirmed that Horn was at the scene. According to his investigation, Horn left the scene but was called back.
The Bulletin, through our own enquiries, obtained information that the security officers fired shots at the circle area that leads to the mall. This fact was not stated by the investigating officer, Mofokeng. Several people also said that a lot of shots were fired but again this information was not shared with the court. We, as the Bulletin, pride ourselves that we make very few mistakes when reporting and can only hope that this was an oversight on the side of Mofokeng and not a deliberate attempt to supply the court with only part of the evidence. No reference was made to the fact that the mall security discharged their firearms!
Skhosana then had the opportunity to cross-examine Mofokeng. He immediately stated that the claim of interference is purely speculative. Mofokeng conceded that it was. He also conceded that the statement that Horn will interfere with the investigation is purely speculative.
Mofokeng argued under cross-examination that because Horn is known he will influence witnesses. Skhosana stated that strict bail conditions could be set to which Mofokeng agreed.
Skhosana asked Mofokeng that while the accused does voluntary duties to help the community and assist them on crime issues, “isn’t this a person that actually helps the community?”
Mofokeng agreed.
Skhosana then confronted Mofokeng with the fact that several shots were fired and that there were a lot of “guns” around. Could there not have been a case of mistaken identity?
Mofokeng responded that he attended the postmortem on Monday, and he interviewed the Doctor that did the autopsy. The Doctor stated that the wounds are consistent with a high-velocity rifle. The bullet entered the left thigh and exited on the left thigh.
He further stated that his eyewitnesses saw Horn shooting with a rifle. Skhosana argued that since Mofokeng was not there Horn could raise a defence of why he shot him if he did shoot at all. Mofokeng agreed. Skhosana further argued that the evidence is hearsay.
Skhosana then pointed out that the firearms were confiscated, and Mofokeng agreed, it was also pointed out that ballistic testing takes a very long time. He further argued that Horn complied with all the demands by the police and this shows that he is a responsible person. He asked Mofokeng if he wants to keep Horn in jail for a long time while the ballistic tests are done.
The court then questioned Mofokeng on how many statements does he need to link someone to a crime. Mr Roos said that he thought 5 statements would have been enough. He also questioned Mofokeng on how he thought he would interfere with those that already made statements.
Mr Roos said in his judgement that the constitution provides for his freedom but that it is now limited. The state made submissions that Horn will interfere with witnesses and investigation. Mr Roos is of the opinion that there is no reason why Horn will influence witnesses and that he believes the investigation has already progressed substantially.
Mr Roos is of the opinion that Horn indeed made a case as to why it is in the interest of justice that Horn is released. He will however add two conditions, one: that Horn is not allowed to have any contact with any CPF member and two; that he does not have any contact with Stratcon members.
As far as bail is concerned, bail is set to ensure that a person returns to court. Mr Roos deemed Horn not a flight risk and did not set a bail amount, as it served no purpose.
Jaco Horn was then warned to appear in court on December 2, 08H30.
THERE ARE MANY CREATIVE WAYS TO KEEP YOUR CAT SAFE IN YOUR YARD.
Why do you think we advocate for keeping ALL animals, including cats, safe in your yard? We live in a cruel, unforgiving and sick world. If you are on social media, follow the news, or just use Google, you should by now have been wholly terrified by the atrocities being committed against animals. If you think the streets are not safe for your kids, why would you let your pets roam the streets?
Unfortunately, living outdoors comes with a pretty serious set of risks for our furry family. Dangers like, vehicle & traffic, predators (both animal and human), snares, attacks by other animals and poisons are all common encounters that pets face outdoors. Most people will not poison or shoot your kids, but many have no problem doing it to cats or other animals.
By keeping your pets inside, you extend their life span, save on potential vet bills and have peace of mind, in addition to the fact that you are responsible for them! The average life expectancy of an outdoor cat (that is one that lives outdoors) is just two to five years, compared to an indoor-only cat whose averages is around 15 years. For indoor/outdoor cats the average life expectancy would be somewhere in between.
Building an enclosure or securing your garden will protect your cat from the many dangers associated with roaming.
WHY IS IT DANGEROUS FOR YOUR CATS TO ROAM?
You can prevent your cat from getting lost or stolen. The fact is that cats are getting lost or stolen or injured or killed and the most common causes of premature death are preventable! Less cats are microchipped and people take much longer before they start searching for their missing cats. Most people assume the roaming cat lives nearby and then these animals are not reported. Males can walk kilometers far after a female in heat. Animal thefts are also on the rise and cats are also being used as “bait” in dog fights.
You can be a better neighbour. Cats easily become a nuisance for others as they go into people’s yards or homes. They cause stress for that home’s pets or eat their food. The mating and spraying rituals also become a nuisance and then sadly people shoot or poison these cats. The bullets rarely if ever, kill them, so they are paralyzed when lodged in the spine or they can bleed to death, etc.
Cats have not attended traffic school and are not as familiar with traffic rules as you are. You may think that your kitty is street-savvy but be assured they can just as easily be a victim. They can also be distracted, chasing something, or be chased and then get hit by a car. There are frequent “hit by a car” situations we see as we drive around. Even if they do survive the vet bills can be high and the recovery or suffering can be hard and long.
Close to fields, cattle herders and others set traps/snares for rabbits or other sources of food. We have seen many kitties trapped, hurt and dying of what can olnly be an agonizing death, in these traps.
Poisons are another danger outdoor cats are exposed to. On a daily basis, your cat can encounter poisonous chemicals like insecticides, rodenticides, and fertilizers. Pesticides are the most dangerous because they are sweetened or scented to attract pests and other animals are often the unintended victims. This can include but is not limited to, lawn fertilizer, snail bait, rat poison, ant bait, antifreeze and even fresh paint.
When cats are frightened or during heavy or cold weather, they sometimes find shelter in car engines and you do not want to hear the horror stories we can share on this. Cats won’t get trapped in sheds and garages or other car engines or jump into vehicles if they are safe in your yard.
Cats are territorial and get into fights. Preventing them from roaming reduces the risk of injury from fighting with other cats. Worse than cat bites are the viral infections that go along with it. Feline Aids (FIV), Feline Leukemia (FeLV), and on rare occasions rabies, to name but a few. Some diseases are spread by close contact alone, including Feline Leukemia (FeLV) and Feline Infectious Peritonitis (FIP).
Protect your cat from injuries from being attacked by other animals or animal abusers. Your cat may be a predator, but can also be the prey. Depending on the area you live in, cats can easily fall prey to bigger and stronger predators.
Unfortunately, many pets who are allowed to roam are not sterilized. Cats can have 3 litters of 4-6 kittens a year from as young as 4 months. You do the maths. Unsterilized and roaming kitties add to the massive overpopulation crisis we face. You will either end up with kittens or cause others to have kittens because your cat was not sterilized.
Parasites, such as worms, fleas, and ticks are another danger outdoor kitties are exposed to. They also bring them home and expose your family or other animals to these parasites. Especially unvaccinated kittens should be kept indoors until they have been vaccinated.
Believe it or not, witches are living among us. We recently had local cases of animals involved in witchcraft, especially cats. It is not just black cats that are at risk for this. Do you want your pet to suffer and be slaughtered as an offering?
Non-breakaway collars cause cats to get stuck in dangerous situations, so please choose breakaway collars with tags.
HOW TO PREVENT YOUR CAT FROM LEAVING THE YARD.
Now that we have looked at the “why”, let us look at the “how”. We will explore some practical ideas to “cat proof” your property, and keep your cat safe
FENCE YOUR YARD
Yes, it can be done. I have found some very practical ideas on Google and Pet Safety Solutions, to demonstrate this point. Even if you start with just a portion of your yard fenced off, for your kitty, it will be safer than letting them roam freely.
Ideas range from high walls (above 6ft), with pet-safe electric fencing on top. If needed, raise your fence.
Attach rotating pipes, gutter pipes, or spinning paddles to existing walls.
Angled fencing on top of an existing wall, is just as effective and can also be done by yourself.
Small plastic spikes, can be fastened to the top of the wall, and won’t hurt the cat, but might deter it from jumping.
BUILD A CATIO
A catio can be made of metal, wood, or any other durable material. Just make sure the materials used are non-toxic and free from sharp edges. It can be attached to your house, with access through a window or cat flap, or a separate enclosure on the property.
A Catio can be a simple window box, or a large enclosure, with, or without grass, or a small box with grass. Wheatgrass purchased in the veggie department of your local supermarket, makes a safe alternative to grass, for cats to nibble on. You can put cat furniture, litterboxes and other items in the catio, to keep it interesting for your cat.
Ways to keep your cat inside your yard shared by The Paw Company
OTHER METHODS
Together with fences you can plant certain species of plants that cats dislike, however you need to make sure it is not poisonous to them. Some cats seem to dislike the smell of rue, lavender, pennyroyal, coleus Canina and lemon thyme. Some cats also seem to not like strong citrus cents and some sources suggest human hair smell as well.
Trees can be trimmed regularly and wrapped in plastic or PVC “dividers” so that they cannot be climbed and still allow your kitty access to the outside.
If you really cannot apply any of the above (which is doubtful), try creating a routine for your cat. For example, a lick of wet food in the morning to make sure they check in and again in the evening. Once they are in for the evening, close them in until the morning. Yes, you can do it and your kitty will not be harmed.
Create entertainment for your cats, toys, boxes, and scratchies to amuse them. Use catnip. Cats are crepuscular and are most active at dusk and dawn anyway. Most cats will adapt to living indoors. If your cat has difficulty adjusting, start by gradually increasing the time they spend indoors. Start with a part of the evening and gradually increasing the time.
Last but not least, invest in a good quality cat harness. Acclimatize your cat to the harness from a young age. With patience and persistence, older cats will also get used to it.
There are “invisible” fence methods, but due to the sensation or sound it creates if the cat comes near (while wearing a particular collar), we would not support it!
The same way you keep your cats in, you can keep other cats out if you don’t want them in your yard. Please sterilize, microchip, deworm, vaccinate, treat for ticks/fleas and keep them safe in your yard while providing enough enrichment. Please report cruelty to cats which includes any poisoning or shootings. Remember to register your microchip on multiple databases! Always remember that an animal that appears to be a nuisance, somewhere has a human who failed them. Blame the human, not the animal.
Also read how to escape-proof your yard for dogs and why “free to good home” ads are bad idea. For assistance with escape-proofing your yard, you can contact Pet Safety Solutions. We have not worked with them directly and this is not a paid endorsement, but we frequently see their posts and creative ideas and they may come to your town.
By now you will realize the point is that your kitty does not need to roam outdoors to be happy. Provide for their basic needs at home, and they can live longer and healthier lives when safely confined. You do not need to spend lots of money to keep your cat safe, but can you put a price on safety?
Next week we will look at whether you dress to kill or kill to dress.

LAW ENFORCEMENT TEAM DISMANTLE ALLEGED HIJACKING SYNDICATE, FIVE SUSPECTS ARRESTED
Brigadier Mohlala
Nelspruit: 13 September 2022 – The Law Enforcement team in Mpumalanga has helped dismantle an alleged hijacking syndicate thereby arresting five suspects aged between 16 and 48. Suspected stolen trailers as well as some consignments were confiscated during a sting operation which was conducted between Monday, 12 September 2022 around 17h00 and early hours of this morning around 02h00 am at Kwamhlanga.
According to the report, a team consisting of Kraft Solutions Hi Risk Unit, Tracker Connect, Kwamhlanga Vehicle Investigation Section (VIS), Dennilton K9 Unit (Limpopo), Kwamhlanga K9 Unit as well as members from Kwamhlanga Visible Policing carried out a sting operation subsequent to an alert by a vehicle tracking company. The information received was about a trailer which was reportedly stolen on Friday, 09 September 2022. Details further outlined that the truck trailer was kept somewhere at Empumelelweni Section in Kwamhlanga.
The team is said to have then mobilized their resources and followed the information which led them to certain premises.
Upon arrival, the members found five people and came across a shocking discovery of what looked like a big workshop with a number of suspected stolen trailers as well as other items which include two blue Taute Liner Superlink trailers. The trailers were loaded with Aqueous cream body lotions, and information suggests that the trailers were hijacked in Boksburg North on Friday, 09 September 2022. The team also discovered that the horse had already been unhooked from the trailers and could not be located.
The team further found two containers, allegedly stolen during business robberies at City Deep in Cleveland and Heidelberg respectively, two truck trailers of which, one Frontliner horse was still hooked to 2-side dipper trailers. It was also established that the vehicle engine numbers were tempered with. They further found an 8-ton Man truck which was loaded with the Aqueous cream body lotions suspected to have been stolen from the recovered hijacked truck/trailers, 2 empty drop side trailers, 5 empty flatbed trailers of which one was half loaded with oranges. The team also realised that some of these recovered items have already been tampered with.
A preliminary investigation has thus far revealed that two of the arrested suspects are from Mozambique whilst three are from Zimbabwe. Police are working in collaboration with the Department of Home Affairs to ascertain their status in the country. Should it be found that they do not possess legal documentation to be in South Africa then further charges with regard to the contravention of the Immigration Act will be added against them.
The five suspects are expected to appear at the Kwamhlanga Magistrate’s Court soon facing charges of being found in possession of suspected stolen properties and they could possibly be linked with a number of hijacking incidents as well as robberies and kidnapping incidents.
The Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Semakaleng Daphney Manamela has commended the exceptional success achieved by the collaborative team. “Criminals should think twice before they can come to the province and run their show. We will continue to disrupt their activities and we urge the public to inform us if they have information about similar activities ” said the General.
