This year, Workers’ Day looks different for South Africans. It’s impossible to ignore the irony of celebrating Workers’ Day under lockdown where the status quo of working life in South Africa includes a daily commute to the office. For the past few weeks, work life has looked different for many, with the number of employees working from home expected to increase post-the COVID-19 lockdown.

Born from the struggle for workers’ rights and social equality, this international observation is especially significant to South Africa – a country with a bitter history of labour and social inequality. Sadly, the pandemic has undone a lot of advancement that our government and trade unions have made in reducing the numbers of unemployment and promoting workers’ rights in our country. With widespread job losses anticipated, social inequity will be aggravated and unemployment will become a reality for many. This Workers’ Day, it is important to recognise that workers will be particularly affected by the pandemic through job losses, homelessness and in various other ways.

The South African National Blood Service (SANBS) joins the international community in honouring the contributions of its employees across the country. “The SANBS tips its hat to all the men and women who make sure that we continue to fulfil our purpose of being trusted to save lives. Our employees have been especially significant to the greater South African community as they continued to serve as essential services workers during this pandemic,” said Jonathan Louw, Chief Executive Officer of the SANBS.

We remain aligned to the visions of the trade unions operating in our business space which strive for “human dignity, effective service delivery and protection of members’ rights in the workplace” and to serve the individual and collective interests of workers.

We pay homage to the workers who fought for a democratic South Africa and to those who continue to stand on the front lines to ensure that all South Africans enjoy employment rights in their own country.

Scared Emba – Ext 22 Residents left traumatised!

Residents from Ext 22 in eMbalenhle are upset and scared. 

Recent cracks in the earth, as well as an earthquake, are leaving residents scared. 

The Bulletin reported on the cracks on Friday with videos and photos of the cracks. These cracks were not limited to the roads but also affected some houses.

In our previous report, we wrote the following: What became clear to The Bulletin was that the area had been undermined before and that GMM was fully aware of this. They were told not to build on that particular area by Sasol unless the structure complied to certain regulations or building codes, according to some residents that spoke to a Vice President at Sasol.

There are some claims that the Department of Planning and Development, under the political leadership of MMC NE Nkosi, was well aware of the problems.

A source, that asked to keep his/her identity secret, told The Bulletin that Sasol objected when GMM started construction, but that the objection was rejected. It is very worrying that an important factor such as underground (or previous) activities can be ignored, putting people at risk.

Some residents told The Bulletin on Tuesday that the rumblings underground continued until at least Monday. They are now scared to stay in their houses and feel traumatised by the events. 

One Resident said that the Mayor, Cllr Thandiwe Ngxonono, was in her house when a noise sounded underground. The Mayor ran out and did not want to enter the house again. No one from Govan Mbeki Municipality returned to address the problem or speak with the residents. 

The resident and owner of the house claimed that the Mayor was scared to return to the house.

The cracks in some houses were noticeably larger when The Bulletin visited the area on Tuesday. Some stands were also flooded after the cracks appeared and the subsequent earthquake. It is still not exactly clear what caused the movement as the investigation continues.

On friday there was no water in the yard. Now it is flooded!

Meanwhile, residents are expected to stay in their houses. 

The roads were in an appalling state with sewerage and rainwater flooding the streets, turning it into a mud bath that is difficult to traverse. Residents said that this is how they have to deal with the roads every time it rains. Some areas are just not possible to walk in without having to walk in mud and water.

The plight of the residents continues as the rain continues and no answers are forthcoming from GMM at the moment.

PSiRA RATTLES THE NESTS OF UNSCRUPULOUS PRIVATE SECURITY SERVICE PROVIDERS

MAJOR BREAKTHROUGH AS PSiRA RATTLES THE NESTS OF UNSCRUPULOUS PRIVATE SECURITY SERVICE PROVIDERS AND MAKE HISTORIC ARRESTS, IN LESS THAN A WEEK 

“In what may have been perceived to be a quiet week in the calendar of the Coronavirus lockdown, it was a crescendo in the law enforcement circles as the Private Security Industry Regulatory Authority (PSiRA) heightened its statutory mandate by conducting major operations that resulted in no less than 171 individuals arrested, including 8 Directors/Owners of private security companies and confiscated firearms,” PSiRA said in a statement on Tuesday 28 April.

Led by its CEO, Manabela Sam Chauke, a former top forensic Private Investigator himself, the nationwide operation which took place between 21 April to 24 April 2020, involved all PSiRA’s Inspectors who were recalled from their lockdown isolation to come and intensify the Authority’s raid against suspected rot in the industry. 

PSiRA was very successful and arrested 8 Directors and made 163 individual arrests.

1748 security officers were inspected and PSiRA found that 173 security officers were unregistered and 159 were untrained. 159 officers were found not to be in possession of Covid-19 essential services permits.

The statutory mandate of PSiRA

To regulate the private security industry and to exercise effective control over the practice of the occupation of security service provider in the public and national interest and the interest of the private security industry itself, and for that purpose, subject to this Act, to-

(a) promote a legitimate private security industry which acts in terms of the principles contained in the Constitution and other applicable law. The provisions of PSiR Act 56 of 2001 also prescribe that, ‘An Inspector may, subject to any direction of the Director, carry out an inspection of the affairs or any part of the affairs of a security service provider, of any other person who employs a security officer, or of a person whom’ (Section 33 (1)). 

The operation was dubbed Operation Covid-19 Clean-Up by the Executive Head of Law Enforcement, Adv Linda Mbana, who rallied her ground forces to inspect the private security service providers without fear or favour. The well-orchestrated operations resulted in 171 arrests, confiscation of 9 unlawful firearms and 184 criminal cases opened, all in less than a week. 

“Our attitude is zero-tolerance against misconduct and to fiercely protect an industry so often bedevilled by rogue elements masquerading as Security Officers. Therefore, we are duty-bound to regularly conduct these kinds of operations in order to preserve the integrity of the industry but moreover, protect the gains of Freedom sacrificed for by our forerunners”, contended PSiRA CEO, Sam Chauke. 

These successful operations took place in Gauteng; North West; KwaZulu-Natal; Eastern Cape and the Western Cape Provinces, respectively. 

The security business has grown into a lucrative business for some and there are numerous security companies springing to life, some disappear just as quick, while others hang on.  

Lets us all hope there are plans to expand this investigation to other provinces as well.

So kon ek myself verkneuter aan die hele reeks van Rich man, Poor man, en van voor af weer my inleef in die ironiese verhaal van Rudi en Tom Jordache, en die skurk Falconetti. Maar deurentyd het mens geweet dis net ‘n storie. ‘n Briljante storie met baie hartseer, soos baie mense al self beleef het in hulle lewens. Maar steeds net ‘n storie.

Die een wat my egter hard tot die werklikheid terug geruk het, is die epiese reeks World at War. Die ontstellende filmmateriaal wat in die Tweede Wêreldoorlog afgeneem is, vertel die aanloop van die oorlog, die verloop daarvan en die verskriklike gevolge op weermagte en gewone mense.

Benewens die massiewe aanslae met vliegtuie en swaargeskutwapens, ook die vernietiging van stede en historiese katedrale en geboue, is die oorheersende minagting van menselewens die oorheersende indrukke. Diè woorde steek in my kop vas as ek kyk na die tyd waarin ons onsself nou bevind. As jy aan die begin van 2020 hierdie scenario sou voorspel het, sou almal in die geselskap agter jou rug rolbewegings met hulle vingers teen hulle koppe gemaak het, en grootoog jou beloer het. Sterftes reg oor planeet aarde. Baie lande wat ingeperk is, en ekonomieë wat baie swaar kry en jare gaan vat om te herstel.

Die aandklokreël wat van Vrydag af geld in Suid Afrika. Ons het almal gedink dit is iets wat nooit weer sal gebeur nie. Getalle van geinfekteerdes en sterfgevalle wat daagliks styg. Skole wat onbepaald gesluit is. Winkelssentrums wat leeggeloop het met baie rakke wat leeg is, of waarvan items beperk word.

Mense wat voor koswinkels in toue staan en wag om ingelaat te word, hulle hande uitgehou om ontsmet te word. Kliënte wat nie in banke toegelaat word as hulle nie maskers ophet nie. Die ergste is die honger, weerlose mense wat werklik geen kos het nie, waar oud en jonk honger gaan slaap, en juis diè honger ‘n kruitvat word wat deur veiligheidsmagte beheer moet word. Surrealisties.

Wie sou ‘n profeet kon wees onder hierdie omstandighede? Watter mens het die wysheid en insig om op huidige patrone te voorspel waar ons oor ses maande gaan wees? Daar is wel baie pogings. Doemprofete en siniese waarnemers wat net slegte scenarios voorspel. Dan is daar weer ander voorspellings wat grens aan die naiewe. “Ons moet net glo, dan sal alles regkom.”

Op hierdie stadium lyk dit asof daar verskeie uitkomstes moontlik is, positief en minder positief. Natuurlik speel die fopnuus ‘n reuse rol in die toekomsvoorspellings. So erg word dit, dat daar nou daadwerklik strafregtelik opgetree word teen mense wat vals nuus versprei op sosiale media. Soos sir Laurence Olivier tereg opgemerk het: “No one ever thought that it could happen.” Watter kant toe ookal. Die veiligste voorspelling om te maak, is dat baie mense se gemoedstoestand hulle belewenisse in hierdie tye bepaal.

Oor dertig jaar, as ons so voorbarig sou kon wees om jouself te vertel dat daar so geleentheid gaan wees, kan ‘n kleinkind vra: “Oupa, vertel my van daardie tyd van die Coronavirus. Wat het gebeur?” Oupa sou kon sê: “Die was slegte tye. Ons was ingeperk en verwilderd en onseker,” en dan breedvoerig uitbrei en aandik oor alles wat hierbo genoem word.

Of, Oupa sou kon sê: “Dit was moeilik, ja! Maar ons het wonderlike dinge beleef, al moes ons in ons huise bly. Ons kon weer kuier met mekaar en gesels. Ons kon alleenmense bel, hulle bemoedig en boodskappe stuur. Ons kon saam take verrig as gesin, of as vriende. Ons kon leer om ons tegnologiese vaardighede te verbeter, en so kon ons eredienste luister, skool laat aangaan op die internet, en ons kon weer stiltetyd hou, en ongejaagd bid. Ons kon ons Bybels deeglik lees, en God weer ontdek, asof vir die eerste keer.”

Ons is almal op die dieselfde boot in dieselfde storm. Dit kan die kans wees om jou gedagtes en menswees te herset. Jy kan vrede kry in die ordening van jou eie denke, emosies, en veral jou geloof. Of jy kan dit as ‘n orkaan beleef, ‘n bombardement wat jou hele bestaan verwoes, soos die Geallieerde bomwerpers wat Berlyn platgeskiet het.

Moenie die verskil tussen die twee reaksies ontken nie. Gebruik die kans om jou gesinsbande te versterk, maar sien ook die effek van alles op ander raak. Veral op honger, desperate mense. Sien die storm raak, maar doen dit op jou knieë, met ‘n vrede wat alle verstand te bowe gaan. Wees die stilte in iemand anders se storm.

SUSPECTS ARRESTED FOR USING COVID-19 TO COVER THEIR PLOY

Nelspruit – Three suspects aged between 31 and 35 were arrested at Ekulindeni in the early hours of today, 27 April 2020 for using COVID-19 to cover their ploy.

According to the report, a team of police officials received information about two vehicles which were branded with COVID-19 insignia allegedly participating in criminal activities. They (police) followed up on the information and noticed a VW Polo Sedan as well as a Toyota Hilux Bakkie, which both matched the description given.

Upon stopping the said vehicles, police found three occupants pretending to be COVID-19 officials on deployment. They then found fake permits inside and further discovered that the suspects were attempting to cross the border with the intention to collect dagga from a neighbouring country.

The suspects were then arrested and charged with Contravention of the Disaster Management Regulations as they also moved between provinces of Limpopo and Mpumalanga. The vehicles were confiscated for further investigation.

The management of the SAPS has welcomed the arrest of the three and have sent a stern warning to those who think they will take chances during this Lockdown period that law enforcement agencies will deal decisively with them. Meanwhile, the Provincial Commissioner of the SAPS in Mpumalanga, Lieutenant General Mondli Zuma, has indicated that the trick by the suspects of using COVID-19 insignia on their vehicles to covert criminal activities, did not come to pass as the astuteness of the police was magnificent.

Meanwhile, the trio is expected to appear at the Chief Albert Luthuli Magistrate’s Court tomorrow, Tuesday 28 April 2020. Police cannot rule out the possibility of adding charges relating to fraud as they impersonated Covid-19 officials.

Earth movement shudders large area in GMM

At approximately 02H15 this morning, 26 April, a huge shudder was felt throughout a large area of Govan Mbeki Municipality. 

Social media started bussing with the news especially on “Secunda en sy mense praat saam”.

Residents related to how the shudder woke them. Some even said that there were two shudders.

This morning The Bulletin contacted Sasol Mining to enquire about the possibility of mining activities. Sasol Mining checked with the Pan African resources (Gold mines) and confirmed that the shudders were not due to any mining activities in the area. 

The shudders were felt in Kinross, Evander, Secunda and Trichardt.

Epicentre according to the COUNCIL FOR GEOSCIENCE

Speculation continued but several people visited the geoscience website that confirmed a seismic event near Middelbult mine.

This could be indicative of an earthquake, but the website warns against speculation until finally confirmed. 

What is significant is the measurement of a magnitude of 2.8. Friday’s cracks in eMbalenhle appeared to be underground mining activities (not confirmed yet). But if so, it did not even register as a seismic event. 

South Africa is lucky not to be on top of faults in the earth’s crust and therefore do not experience a lot of earthquakes.

This event, however, should be treated as an earthquake at this stage.

The familiar Richter scale (which is not a physical device but rather a mathematical formula) is no longer widely used by scientists or the media to report an earthquake’s size.

Today, an earthquake’s size is typically reported simply by its magnitude, which is a measure of the size of the earthquake’s source, where the ground began shaking.

While there are many modern scales used to calculate the magnitude, the most common is the moment magnitude, which allows for more precise measurements of large earthquakes than the Richter scale.

In the news, however, when an earthquake’s magnitude is given, the scale used to calculate the magnitude is not usually specified since the modern scales are all very similar.

A network of geological monitoring stations, each with instruments that measure how much the ground shakes over time called seismographs allow scientists to calculate an earthquake’s time, location and magnitude.

Seismographs record a zigzag trace that shows how the ground shakes beneath the instrument. Sensitive seismographs, which greatly magnify these ground motions, can detect strong earthquakes from sources anywhere in the world.

After an earthquake strikes, its magnitude is continuously revised as time passes and more stations report their seismic readings. Several days can pass before a final number is agreed upon.

Three arrested with six rhino horns in Mpumalanga

COURT FEEDBACK : Three suspects, Martin Prince Lekhuleni (35), Banele Georgina Nyalunga(24) and Sipho Alfred Nyundu (36) were remanded in custody by the Kabokweni Magistrate Court on Tuesday, 28 April, after they were arrested by members of  the Hawks Mpumalanga, Detectives, Tactical Response Team, Crime Intelligence, Tracking Team and the Local Criminal Record Centre last week Friday for dealing in Rhino horns estimated to the value of R 6 Million. The case is postponed to Wednesday 29 April 2020 for formal bail application. All three suspects remain in custody.

An intelligence driven operation has landed three suspects in jail after they were found with six rhino horns.

The operation comprising of the Serious Organised Crime Investigation, Detectives, Crime Intelligence, Tactical Response Team, Tracking Team and the Local Criminal Record Centre ensued after it emerged that three people were allegedly dealing in rhino horns.

The team obtained a search and seizure warrant and descended on the suspects house at Clau-Clau Newscom in Pienaar. On arrival at the premises, an intensive search commenced and members located a number of hunting knives in one of the three vehicles that were parked inside the yard. They also uncovered a sizable amount of money inside the house.

The team proceeded with the search around the yard and found six rhino horns hidden inside the outside restroom. The horns are believed to be from three dead rhinos.

The three suspects, two males and one female, aged between 24 and 34 were later arrested. The three vehicles, money and the six rhino horns have also been seized. The suspects are expected to appear before Kabokweni Magistrate Court on Tuesday for illegal possession of rhino horns in terms of the National Environmental Management Biodiversity Act. Investigations are still continuing.

Meanwhile the National Head of the DPCI, Lieutenant General Godfrey Lebeya welcomed the arrests.

“The DPCI shall continue to deal decisively with those who are involved in poaching these species. We shall be following the motive which is probably the making of an unexplained wealth with view to attaching same,” said Lieutenant General Lebeya.

The Bulletin visited the area and was shocked to see the number of cracks that appeared in the area. It was clear that something happened underneath the area.

Sasol was contacted by The Bulletin to ask for help with the incident and maybe some clarity, but help was not immediately available as they also had to investigate the cause of the cracks. This was done late yesterday afternoon. Their response will follow later in this report.

The rumblings continued until late on Friday afternoon after the first noises were heard around 23H00 on Thursday evening.

Residents were too scared to return to their homes. “Will my house fall in on me?” one resident asked The Bulletin.

It would appear that this was not the first time that cracks have appeared in eMbalenhle but the location of the previous incident is not known to The Bulletin, nor the date and time.

The roads leading to this area are flooded with sewer and water leaks, also part of MMC Nkosi’s portfolio The Bulletin was told.

The Bulletin engaged with Sasol several times and Sasol confirmed that the area is on top of previous mining activities.

After undertaking an investigation, Sasol has established that the surface structures were built on an area where Sasol completed underground coal mining operations. This area is no longer operational and mining activity was completed before these structures were built, Sasol said in their statement to The Bulletin.

“It must be noted that the construction of buildings on land where underground mining took place is strictly regulated. Although building plans of structures to be erected on such land must be approved by the local municipality, the Mine Health and Safety Act prescribe additional processes and approvals that local authorities should follow,” the statement further read.

The Bulletin would also like to applaud Sasol for their quick response to the incident once they became aware of the problem. They immediately acted and sent experts to investigate the cause.

“The mining experts who conducted the investigation are compiling the necessary reports which will provide clarity on the exact cause of the cracks forming and to establish the role that mining activities played,” Sasol said in their statement.

The Bulletin contacted the municipality but have not yet received a response.

Sasol has been informed by members of the eMbalenhle community of forming of cracks in the ground and structures near Extension 22. After undertaking an investigation, Sasol has established that the surface structures were built on an area where Sasol completed underground coal mining operations. This area is no longer operational and mining activity was completed before these structures were built.

The mining experts who conducted the investigation are compiling the necessary reports which will provide clarity on the exact cause of the cracks forming and to establish the role that mining activities played.

It must be noted that the construction of buildings on land where underground mining took place is strictly regulated. Although building plans of structures to be erected on such land must be approved by the local municipality, the Mine Health and Safety Act prescribe additional processes and approvals that local authorities should follow.

We are cooperating with the Govan Mbeki Municipality to establish the nature of the structures and their foundations and whether the applicable building regulations and title deed restrictions dealing with the construction of these structures on undermined land were followed.

Furthermore, the Department of Mineral Resources and Energy has also been notified.

Notwithstanding this regrettable incident and inconvenience to some residents, Sasol Mining will continue to take reasonable measures to establish the cause of the incident and advise the local municipality on appropriate steps to take to address this matter.

We will keep all stakeholders updated as appropriate as this process unfolds.
