The acting Municipal manager was recalled by the MEC Co-Operative Governance and Traditional affairs, Hon SK Mashilo on Friday 29 June.
No clear explanation was given to council regarding the recalling of Mr Tisha Mhlangu.
Opposition parties have opposed the recalling of the acting MM as he clearly started to address some issues regarding mismanagement of municipal funds.
Audit report findings to be investigated
Councill took a decision on Friday 29 June to ask the MEC for Cogta to investigate findings of the 2016/2017 audit report. The Bulletin reported on the Audit findings in our 6 April publication.
The following is an excerpt from that report.
• Paragraph 4.2.1. Unauthorised, Irregular, Fruitless and Wasteful expenditure incurred by the municipality was not investigated to determine if any person is liable for the expenditure, as required by section 32(2)(a) and 32(2)(b) of the Municipal Finance Management Act (MFMA).
• Paragraph 4.2.22. Persons in service of the municipality whose family members had a private business interest in contracts awarded by the municipality failed to disclose such interest, in contravention of SCM regulation 46(2)(e) and the code of conduct for staff members issued in terms of the Municipal Systems Act.
• Paragraph 4.2.26. The contract performance and monitoring measures and methods were insufficient to ensure effective contract management, in contravention of section 116(2)(c) of the MFMA
The audit report paints a bleak picture of how GMM affairs are run.
